  • Exploring a New Research Paradigm for the "Place" Value of Public Libraries

    To study the "place" value of the library is to answer the fundamental question of "what’s the library future". Librarians have different understandings of the function of the physical space of the library with endless debating. In-depth analysis of the rich library review information on the Internet from the public has brought new ideas, new materials, and new methods to the research of the "place" value of the library, which is helpful to promote the reform of supply side from changes in the demand side. It is necessary to fully recognize the limitations of technological tools in developing new research paradigms for the "place" value of the library.

    The change of value of library as "place" is a crucial factor that profoundly affects the future development of public library. Exploring the changes in public perception of the "place" value of foreign public libraries can help us understand the development trends of international libraries and provide reference for the development of domestic libraries. This paper takes the winners of the IFLA/Systematic Public Library of the Year Award as the research objects, and conducts high frequency words analysis, topic analysis, sentiment analysis and cultural difference analysis based on the online comment text of Google Maps, and explores the public perception of the "place" value of foreign libraries. The results show that in foreign countries, excellent public libraries are well received by the public, and the overall evaluation is extremely positive. Space and place are an important part of the public's perception of library evaluation, and the function of the library as a reading place is still the mainstream understanding of the public. With the changes of the times, the function of the library as a leisure place has become increasingly prominent, and the integration of culture and tourism has become the trend of international library development. Different regions and languages of the public have different perceptions of the "place" value of libraries. Public libraries can also use various network platforms to actively carry out marketing activities to continuously improve the image of the library.

    Exploring the value of public library as "place" from the perspective of the public demand can provide new ideas for the development of Librarianship. This paper conducts textual mining of the online reviews of 970 public libraries on Dianping.com, and comprehensively used Python and other techniques for high-frequency word analysis, service theme analysis and sentiment analysis, to explore the public perception of the value of public library as "place". The results reveal that public libraries are generally favored by the public, the value of public library as a place for traditional reading, participating in culture activities and lifelong learning is the most prominent, there is a significant regional gap in the value, and the value of public library as children's services and cultural tourism integration development place is becoming more prominent.
  • A Comparative Analysis of Public Perceptions of the Value of Public Library as "Place" in China and Abroad——A Sample of Public Libraries Shortlisted for the "IFLA Green Library Award"

    The public perception of public libraries reflects the value of public library as "place", which is of great significance to the development of libraries. In order to better identify the public demand for libraries in China and abroad, and to capture the development of the library industry and provide reference for the development of libraries, this paper will crawl the online reviews of libraries on Google Maps and Public Review with the help of python tools, taking the shortlisted public libraries of "IFLA Green Library Award" as the research sample. In this paper, the content of the online reviews of libraries on Google Maps and Dianping.com is crawled with the help of tools called python, and then is systematically analyzed in four dimensions of the distributions of high-frequency word, the topics generated by LDA model, the changes of keywords, and the sentiment analysis. The results show that public discussions on public libraries are multifaceted and biased, with an overall positive sentiment attitude, but the national and international publics differ in their focus of attention and impressions of librarians, and there are differences in library characteristics. Accordingly libraries can further strengthen their construction in terms of collection resources, public cultural services, spatial environment, facility and equipment situation, and library staff. And according to advantages, learn from each other on the basis of mastering public needs to improve the quality of services and promote the development of library industry.
  • Research on Influencing Mechanism of Knowledge Contribution Behavior in the Context of Intelligently Recommended Questions:The Case of Zhihu’s"Invitation to Answer"

    Intelligent recommendation not only brings convenience to social Q&A communities, but also causes troubles. The influencing mechanism of knowledge contribution behavior in the context of intelligently recommended questions is worth attention. In the basis of existing Q&A data about ‘invitation to answer’ in Zhihu, this paper applies the grounded theory method to propose the question quality evaluation index in the context of intelligently recommended questions, and develop a ‘cognition-motivation-attitude-intention-behavior’ influencing mechanism model of knowledge contribution behavior based on intelligently recommended questions. Results show that cognition (question quality, question overload, and questioner reliability), motivation, attitude (affective state) and personality traits have direct impacts on knowledge contribution intention and behavior; motivation and attitude play mediating roles; process continuity is the guarantee condition of ‘intention-behavior’ path. This paper also provides suggestions on how to balance the relationship between questioners and answerers, new questions and answers in social Q&A communities.
  • Interactive Design in Immersive Cultural Experience: Core Mechanism and Realization Path

    In the era of experience economy, with the prominent demand for consumption upgrading and the deep integration of culture and science and technology, the rapid development of immersive cultural experience has been promoted. In view of the practical problems in the immersive cultural experience project, such as excessive reliance on technical scenes, single content, easy replication and weak continuity. Based on the qualitative research method of grounded theory and combined with the existing literature, this paper defines the important role of "interaction" in immersive cultural experience, and reveals the core mechanism and implementation path of interactive design in immersive cultural experience. The research finds that interaction is an indispensable factor in immersive cultural experience, the basis and premise of realizing "interaction" in immersive cultural experience include five links: scene setting, situation building, emotion refining, collective excitement and intention strengthening. In addition, this paper puts forward the realization path and specific operation suggestions of interactive design in immersive cultural experience from three aspects: preparation before activities, sublimation in activities and continuation after activities.
  • Mobile Government Users Sentiment Analysis Based on ABSA Method

    As an important channel for governments at all levels to serve the public, the affective tendency of online reviews of mobile government APPs can have an important impact on users' online government satisfaction. In order to conduct fine-grained sentiment analysis of current mobile government APP user reviews, the article conducts sentiment tendency measurement of mobile government user reviews based on ABSA method:the LDA is used to extract implicit aspectual topics, and the expectation confirmation theory and information system success model are combined to construct a mobile government user demand model; meanwhile, the BERT is selected to conduct sentiment tendency probability for entity words At the same time, the BERT model is selected to determine the sentiment tendency probability of entity words, and then aspect-level sentiment intensity measurement is achieved through sentiment tendency matching among multiple dimensions. It is found that the method can explore the demand focus and emotional state of mobile government users, and the current users present positive emotional state for service quality, while the emotional evaluation of system quality and information quality is more negative.
  • A Content Analysis of International Digital Literacy and Skills Frameworks

    Globally, digital literacy and skills for all has increasingly become a key indicator of international competitiveness. Exploring the contents of international digital literacy and skills frameworks could lay a solid foundation for the development of Chinese digital literacy and skills framework for all. This paper analyzes the contents of 14 international digital literacy and skills frameworks, systematically explores the common elements, and summarizes their features and shortcomings through network investigation and content analysis methods. Five common dimensions included in these frameworks are identified, i.e., information dimension, social dimension, ethical dimension, migration dimension, and goal dimension. We conclude that there are five features for the current development of frameworks. The most distinguished feature is that these frameworks tend to integrate the contents of multiple literacies. Collaboration ability and digital security are always placed in the central position. Moreover, creativity and problem-solving are considered as high-level skills in many frameworks. Finally, the all-round development of students and trainees is a common goal. As for the major problems, the primary one is that the attention paid to diverse digital abilities are unbalanced. Second, these frameworks do not define and describe the ability requirements they proposed specific enough. Third, various digital-related capabilities are growingly essential in the digital age, while they remain excluded in current frameworks. Fourthly, these frameworks could hardly satisfy Chinese development strategies.

    Chinese library scholars study is the core content of library history study, at present, there is still a lack of theoretic discussions on the library scholars study. Therefore, this article discussed the path and the methods of Chinese library scholar study. In this article, the author divided the Chinese library scholar study into two categories:individual-oriented research and group-oriented research. When doing individual-oriented research, the researcher could follows:firstly compiling the chronological biography of library scholar; secondly compiling the library scholar’s all kinds of works; thirdly, go back to the historical scene and give an objective evaluation. Whilst doing group-oriented research, the researchers could compile different kinds of library biography dictionaries, clarify the criterion which used to classify different groups, and then compare the groups form the vertical and horizontal dimension.

    The reader honor system can directly stimulate readers to participate in reading activities, which has a certain positive significance for solving the difficulties faced by University Libraries in the process of classic reading promotion. This paper studies the basic characteristics of the honor system, obtains the research and practice status of the reader honor system through literature research, and explores the reader honor system architecture of reading promotion, this paper puts forward some strategies for the construction of reader honor system, such as formulating a reasonable honor incentive system, paying attention to the implementation effect of the honor mechanism, and striving to build a long-term honor mechanism to form a stable core reader group.

    The sudden Covid-19 pandemic brought unprecedented impact to global economy and culture, and the common issues that all the research libraries in the world are faced is how to survive and how to develop better. In March of 2022, the ARL published its annual report in which the ARL reviewed its various as respond to pandemic jobs in 2021. The author put forward in this paper that research libraries in our country should learn from ARL to pay attention to the significance of relevant legislation to the development of library, to increase and popularize the management ability of scientific data, to recognize and  actively take part in the solution of social problems, to increase the leadership of librarians so as to promote the transformation and development of research libraries.

    The upsurge of metaverse breeds the reform of social operation mode. As one of the important public cultural service institutions, the libraries are inevitably affected. Therefore, it is necessary to explore the changes that will take place in the library service model from the perspective of metaverse. By clarifying the operation mechanism of the metaverse, and taking the aspects of service subjects, service methods, service spaces, service contents and service objects as elements, this paper constructs a service mode from the perspective of metaverse. On this basis, application scenarios such as knowledge services, public cultural services, reading services and reference services are described. Through the analysis of the new service mode, it is found that the library services from the perspective of metaverse will move from separation to integration of virtuality and reality. The main features of the model are reflected in diversified service subjects, integrated service means, immersive service spaces, intelligent service contents and digital service objects. Libraries should actively adopt strategies such as technology integration, space reconstruction, expanding services and digital inclusion to promote new service models from the perspective of the metaverse.

    With the maturation of the related technology system of the Metaverse, it provides a new development opportunity for the digital transformation of cultural tourism. The optimization of cultural and tourism performance content, the reconstruction of virtual cultural space, the reconstruction of resource protection methods, the creation of digital collection platforms, the construction of online cloud travel models, and the innovation of traditional cultural education and other application scenarios of the cultural tourism metaverse are analyzed. Key measures such as reshaping thinking, mining characteristics, building brands, expanding communication, and strengthening governance will empower the transformation and development of digital cultural tourism.
  • Research on the Influencing Factors of Data Stickiness under the Context of Interagency Government Data Sharing

    Promoting interagency government data sharing (IDS) could promote government scientific decision-making and the innovation of administrative service. Based on Data Stickiness Theory, this study explores influencing factors of data stickiness and their interrelationships from aspects of data sharing willingness, data sharing ability, data articulate ability, data residence, and data absorptive capacity in the process of IDS. This study conducts a questionnaire targeted at government employees working in the government of a county-level city in Central China. The structural Equation Model Method is used to test research hypotheses. The analysis shows that data sharing willingness can indirectly affect data stickiness by directly affecting data sharing ability, data articulate ability, data residence, and data absorptive ability. Data sharing ability, data articulate ability, data residence, and data absorptive ability can all directly affect data stickiness. Data sharing ability can directly affect data absorptive capacity positively. Data articulate ability can directly affect data residence negatively. Based on research results, this study puts forward that governments should strengthen organization and leadership, optimize and coordinate platform construction, improve employees’ data literacy and improve data catalogues to promote IDS in China.

    In the context of COVID-19 accelerating digital transformation,data cross-border governance will become a realistic problem that the global digital economy has to face. On the basis of clarifying the basic connotation of data cross-border governance, this paper expounds the opportunities and risks faced by cross-border data governance,and discusses the main governance paradigms in current practice.Finally, it points out the coping strategies of my country's data cross-border governance to respond to the problems faced in the era of the global digital economy.

    Rebuilding the inscription records of Fan-Han Ancestral Temple in Song Dynasty are those of Fan-zhongyan's ancestral hall rebuilt in the middle of Ming Dynasty.It mainly records the operation of Fan Zhongyan and Han qi in Huan qing area during the confrontation between Song and Xia dynasties, which strengthened the military defense in the northwest of Song Dynasty, avoided the erosion of Guanzhong area by Xi-xia, and objectively promoted the development of ethnic integration in the northwest.The Xi-xia problem faced by the Song Dynasty is the same as the northern Mongolia problem in the middle of the Ming Dynasty. Northern Mongolia has become an important issue for the central government to manage the border areas. However, due to the relaxation of the border equipment, people of insight hope to transform the Fan-Han ancestral hall into a spiritual symbol to strengthen patriotism and defend the border, enhance the attention of the imperial court to the northwest border equipment, and then achieve the strategic purpose of managing Mongolia by means of rebuilding the Fan ancestral hall in Qingcheng and increasing the worship of Han Qi.
