    Evidence based decision-making is of great significance in promoting scientific decision-making and enhancing policy effectiveness. Since its inception, it has been recognized and praised by many decision-makers and researchers. As one of the policy communities, think tanks are important practitioners of evidence-based concepts and important assistance for the government to implement evidence-based decision-making. The article reviews the basic viewpoints of policy process theory and evidence-based decision-making of think tanks. Starting from the perspective of policy process, it analyzes the role and function of think tanks as evidence producers and intermediaries in evidence-based decision-making, as well as the evidence-based needs and processes in the policy process. Based on this, it proposes the evidence-based process and logical framework of think tanks. Finally, the article analyzes the evidence-based mechanism of think tanks from four aspects: evidence collection and integration, evidence analysis and utilization, evidence transformation and dissemination, and evidence-based literacy training.

    The United States is one of the earliest countries to carry out evidence-based policy-making. The governance of its evidence-based policy-making has been developing continuously in a specific social and cultural background and institutional environment, forming a relatively complete activity system, which has attracted the attention of many studies. This article reviews the core viewpoints of activity theory and the governance of evidence-based policy-making, analyzes the social background factors and internal governance elements that promote the formation of the governance activity system of evidence-based policy-making in the US from the perspective of activity theory. On this basis, the article constructs a theoretical analysis framework of the US governance system for evidence-based policy-making, including four subsystems— evidence-based capacity building, evidence-based communication, public participation in evidence-based, and evidence-based collaboration. It also explores the dynamic mechanism that supports the operation and evolution of the system from four dimensions— tool empowerment mechanism, policy incentive mechanism, interest-driven mechanism and collaborative cooperation mechanism. Finally, it systematically sorts out and proposes the problems and challenges faced by the practice of the US governance of evidence-based policy-making.

    Evidence-based decision-making, as an important governance means and tools for the government to solve complex social problems, respond to major crises and risk decisions, and improve its own decision-making ability and credibility, has attracted much attention and respected in developed countries represented by the UK. The article takes the UK as an example. Based on the relevant policies, data and cases of evidence-based decision-making governance, this article analyzes the practical value of evidence-based decision-making governance in politics, economy, and society, builds the theoretical framework of the British evidence-based decision-making governance system, and analyzes structure, elements, characteristics and mechanisms to provide international experience evidence for the construction of the evidence-based decision-making governance system in China. The article finds that the British evidence-based decision-making work is promoted with a more standardized, more distinctive, and more in-depth development situation. The government-led decision-making subjects, expert support subjects, and public-dominated beneficiaries are gradually reaching “tacitness” and “consensus” of scientific decision-making to ensure that the interests of multi-party interests are met.

    Interdisciplinary research has emerged as a prominent research method for solving complex problems. This paper provides a comprehensive analysis of advancements in interdisciplinary research, highlighting existing challenges and suggesting future research directions, making it a valuable resource for subsequent studies. First of all, this paper proposes a definition of interdisciplinary research that includes both interdisciplinary activities and their outcomes. It then systematically reviews current research through five key themes: definitional cognition, influencing factors, evolutionary processes, identification, measurement, and evaluation. The analysis reveals three major challenges facing interdisciplinary research: a lack of unity at the cognitive level, the necessity of achieving deeper knowledge mining in identification and measurement studies, and the need for an improved evaluation system and knowledge organization. In this regard, future research should concentrate on several key areas: understanding the mechanisms of interdisciplinary activities, developing identification and measurement methods for knowledge units, and designing multidimensional evaluation criteria while optimizing knowledge organization. Finally, this paper constructs a roadmap for interdisciplinary research at the level of knowledge units, aiming to provide new perspectives for future research.

    Exploring the evaluation methods and influencing factors of the effectiveness of online information relief in uncertain environments has important theoretical and practical significance for governments, relevant institutions, and media to improve the quality of information relief. Aiming at the uncertain environment caused by public events, based on the social support theory, this study divides the online information of the rainstorm event in Hebei Province into two dimensions: social support demand and social support supply. Based on the definition of information relief, the social support supply information is regarded as relief information. Based on the uncertainty reduction theory, we construct an evaluation system for the effectiveness of online information relief from the passive, active and interactive dimensions of uncertainty reduction strategies. Then, based on the heuristic system model, a regression prediction model and a SHAP model are constructed to reveal the important factors affecting the effectiveness of online information relief. It is found that significant differences exist in the effectiveness of information relief across different life cycles and theme types. The overall scores for the effectiveness of information relief during the outbreak and spread periods were relatively high, while the situational information during the incubation period, rescue information during the outbreak period, recommendation information for the spread period, and emotional information during the recovery period score higher for the effectiveness of relief in their respective stages. The influence and timeliness of publishers have significant positive influence on the effectiveness of information relief, while the emotion of information is negatively correlated with the effectiveness of information relief.

    The new quality productive forces are becoming a pivotal force driving the development and progress of society in politics, economics, culture, and other aspects. Public libraries, as crucial institutions in the field of public cultural services, require new interpretations against the backdrop of this new era. Employing logical reasoning and utilizing the logic of the productivity process as an analytical framework, this article integrates the requirements for the public's abilities, cognition, and literacy in the cultivation of emerging productivity. Centering on the technology innovation-driven characteristics of the new quality productive forces development, the article elucidates the multiple roles, driving effects, and practical orientations of public libraries in the context of emerging productivity development. Public libraries serve as constructors of enriched knowledge resources, providers of balanced knowledge services, facilitators of convenient knowledge exchange, and promoters of universal knowledge utilization. By offering foundational talent support, enhancing critical literacy, and shaping developmental environments, they play a significant role in fostering and expanding emerging productivity, becoming an indispensable element during its development phase. In the future, public libraries should take their fundamental mission as their core, technology innovation as their drive, and institutional supply as their guarantee to establish innovative advantages compatible with the development of emerging productivity.

    DeepSeek presents new opportunities for the intelligent development of libraries. Exploring the application pathways of DeepSeek in libraries is of great significance for advancing AI applications in the field. Based on an analysis of DeepSeek’s breakthrough features, this study examines its application landscape and challenges, ultimately summarizing the "Library + DeepSeek" application pathway. The findings reveal that this pathway is structured around four core layers: strategic planning, system construction, operational management, and evaluation. Libraries must establish a clear understanding of the technology and formulate precise implementation plans, complete the development of technical systems, service content, and staff teams, ensure effective management of resources, technical infrastructure, and data, and conduct real-time evaluations from both construction and utility perspectives.

    The article first analyzes the concept and connotation of "prompt engineering" and compares it with the library information retrieval process. It then provides a definition of the prompt engineer librarian. Finally, it explores the functional responsibilities and training recommendations for prompt engineer librarians. This paper argues that there are many similarities between prompt engineering and library information retrieval, such as the need for precise language expression to achieve specific information retrieval or generation goals. It reviews the functional responsibilities of prompt engineer librarians based on the requirements of AI technology companies and library training programs. Finally, this paper proposes cultivating prompt Librarian from four aspects: skill integration, tool empowerment, user collaboration, and ethical literacy. This includes integrating retrieval skills into prompt engineering, constructing a localized prompt optimization platform, driving prompt iterations with user needs, and establishing an ethical assurance system. These measures aim to address the challenges posed by generative artificial intelligence technologies.

    The IFLA Trends Report (2024 Edition) provides a forward-looking framework for the future development of global librarianship. This paper interprets the report’s key trends across four dimensions: the knowledge and information ecosystem,  digital inclusion and sustainable development, digital skills and competencies, community engagement and information equity. Building on this analysis, the study examines the achievements and challenges faced by libraries worldwide in the digital era. Based on this analysis, the report provides the following insights for the development of Chinese libraries: building a smart knowledge ecosystem and improving data governance systems; promoting social knowledge equity while implementing sustainable development concepts; establishing a comprehensive learning support system to enhance digital literacy; and fostering a cultural innovation community to advance community cultural prosperity.

    Algorithms, as an important way of connecting people, information, and resources, are being integrated into the intelligent process of libraries in China, reshaping the structural relationship and interactive rules among them. However, the "non-neutrality" of algorithms brings challenges to the data processing and service of libraries, so it has great significance to examine and sort out negative effects of algorithms during information service processes of smart libraries. Firstly, this article introduces critical algorithm theory and takes it as an analytical framework to explore risks of smart libraries from three aspects: information bias, cultural masking, and the lack of subjectivity. Subsequently, internal reasons for the formation of these risks are disclosed, including algorithmic biases, value biases in algorithms, and covert algorithmic control. Finally, risk defense suggestions which are algorithm co-construction, cultural co-creation, and institutional consensus, are provided to achieve the goal of providing effective information services and enhancing cultural identity.

    In knowledge communities, language style has a significant impact on the perceived satisfaction of knowledge recipients and the depth of knowledge interactions. Although existing studies have focused on the quality and efficiency of knowledge interaction, they have not fully explored the role of language style in online knowledge communities or its impact on knowledge interaction. This study provides new insights into understanding the influencing factors of knowledge interactions in knowledge communities and has important implications for how to optimize language style in knowledge communities and improve the quality of knowledge interactions between knowledge producers and recipients. The theoretical hypotheses were proposed based on language expectation theory and information quality theory. Then, 19,416 knowledge interaction records of 346 knowledge contributors in the knowledge community were obtained, and empirical analysis was conducted using a fixed-effect model. The results show that a professional language style could enhance the depth of knowledge interaction, but might reduce the perceived satisfaction of knowledge recipients. Conversely, a social language style may reduce the depth of knowledge interaction but increase the perceived satisfaction of the knowledge receiver. In addition, the knowledge anxiety level of the knowledge receiver also affects the impact of language style on knowledge interaction and perceived satisfaction.

    The development of generative AI is changing the user's alternative information search mode, prompting the user's preference to shift between the traditional human-mediated alternative information search mode and the new human-machine alternative search mode mediated by generative AI. Based on the problems and differences between the human-human alternative search mode and the human-machine alternative search mode, this paper provides an in-depth analysis of the key factors affecting the users' willingness to transfer between these two modes, which is of great significance for enhancing the efficiency of information search and optimizing the generative AI products.Based on the PPM (Push-Pull-Mooring) model, two models of users' willingness to transfer (willingness to transfer from human-human alternative search to human-machine alternative search and willingness to transfer from human-machine alternative search to human-human alternative search) were constructed, and the questionnaire survey was used to collect 407 and 430 valid sample data, respectively, and the subsequent data analysis and hypothesis testing were carried out using SPSS and AMOS software. The willingness to transfer human-human surrogate search to human-machine surrogate search is affected by a combination of push factors (dissatisfaction with information quality), pull factors (interactivity, anthropomorphism, accessibility), and anchoring factors (individual innovativeness, transfer costs).The willingness to transfer from human-machine to human-human surrogate search is influenced by a combination of push factors (dissatisfaction with service quality,privacy risk), pull factors (trust), and anchoring factors (social support).

    Based on Chinese General Social Survey 2017 data and Global Digital Literacy Framework, this study constructs an evaluation index system for citizens' digital literacy, establishes an ordered Probit model for regression analysis, and systematically explores the impact of digital literacy on citizens' class identification. The results show that: Digital literacy positively affects citizens' subjective class identification; Digital literacy can enhance citizens' subjective class identity by improving the stock of social capital and human capital and reducing the sense of relative deprivation. Except for male citizens, digital literacy is more conducive to enhancing the subjective class identity of the digital advantaged groups (young and middle-aged citizens, urban citizens, and citizens with high educational attainment), while it has limited effect on the subjective class identity of digital disadvantaged groups, thus revealing the inequality in the development process of digital society. Digital literacy can reduce the risk of downward class identity and promote the perception of upward class mobility, but has no significant impact on the expectation of class mobility. Therefore, it is urgent to activate the path of enhancing class identity through digital literacy with a comprehensive popularization system, strengthen the connection between digital literacy and class identity through diversified resource channels, narrow the group differences in digital literature-driven class identity through differentiated popularization strategies and accelerate the construction of an inclusive development path of digital literacy to facilitate digital intelligence era of citizens' development and social progress.
