Science and education evaluation is one of the main impetuses for the national development of technology and education, and it plays a rather significant role in national scientific and educational strategic planning, policy making, performance evaluation, and resources allocation and so on. With the advent of the era of big data, the way of organizing and utilizing technological and educational information resources has begun to change, which shows certain deficiencies of traditional science and education evaluation theories and methods in the accuracy, comprehensiveness and integrity of the evaluation results. This paper summarizes the research status of science and education evaluation at home and abroad, and makes the following findings: Firstly, insufficient integration and multidimensionality of technology and education big data;Secondly, lack of evaluation indexes extracted from textual content;Thirdly, lack of research on science and education evaluation from the perspective of social influence;Fourthly, lack of comprehensive research combining construction of cloud computing platform with science and education evaluation;Finally, lack of comprehensive research combining intelligent service with science and education evaluation. Starting with the research significance of the research framework and the top-level design, this paper puts forward the research framework for the construction of science and education evaluation cloud computing platform and intelligent service based on big data as well as its logical diagram, which includes five sub-projects: requirement analysis, theory construction, model and method research, cloud computing platform construction and intelligent service. At the same time, the five sub-projects are also analyzed.
