The acceleration of the urbanization process of ethnic minority communities in China has made the governance environment increasingly complex. In order to improve the governance efficiency, different governance bodies and various departments in the communities have established their own information systems, but in a state of repeated construction and overlapping confusion, which have consumed a large amount of manpower, material resources and financial resources. Based on the hierarchy of residents’ needs of ethnic minority communities, this paper starts with the construction of smart communities and integrates the information of people’s livelihood, government affairs, business and services of ethnic minority conmmunities into account through the goverance model of community collaboration. A systematic governance model of ethnic minority smart community is put forward, which include the aspects of health, safety, social contact, government affairs, business, education, smart technologies, etc. Thus, it provides convenience of communication for the community administration departments, community service agencies and community residents.
