  • The Development and Reform of Library Science Education in China in the Past 70 Years

    Since the founding of the People's Republic of China 70 years ago, library science education has gone through five stages: slow and tortuous development stage(1949-1966); stagnation and regression stage(1966-1977); reconstruction and rapid development stage(1978-1989); adjustment and reform stage(1990-1999); transformation and innovation stage(2000-).In addition, library science education has achieved seven achievements in the past 70 years：the establishment and improvement of education system, the scientific location of specialty and discipline, the formation of the education system with complete levels and types, the continuous development of discipline construction;  the construction of advanced educational content system; the constantly improving of the internationalization of library science education; numerous talents have been cultivated for libraries and other information industries. The core of  the future reform of library science education is to solve the  contradiction between "change" and "unchanged"。What is going to change is the concept、goal、mode and content of education，and to strengthen the  relationship between education and practice。What is going to retain is the core knowledge of library science, the humanistic tradition and value rationality of library science.
  • On the Indigenization of Library Science Education in New China

    The practice of library science education indigenization in China has made many achievements in the past 70 years. This paper summarized the indigenization process and current situation of library science education system, education mode, curriculum and teaching content in the past 70 years by historical research and literature research methods. It points out that indigenization is the main idea that Chinese library science education must adhere to. It is necessary to strengthen the indigenization theory and handle the relationship between the localization and internationalization correctly.

    This article systematically reviews and sorts out the development process of adult education of library science in the 70 years since the founding of New China. According to its different characteristics in different stages of social development, it can be divided into three stages: The stage of rise and initial development from 1949 to 1977；the stage of rapid development and unprecedented prosperity from 1978 to 2000；the stage of transformation and upgrading since 2001. The article summarizes the achievements, characteristics and laws of adult education in library science at each stage. The author thinks that the direction and path of the development of adult education of library science in the new era is to broaden the horizon and face the broad social information profession; "Adult education" should turn to "continuing education" and develop postgraduate education steadily.

    Since the reform and opening up, the international communication of library science education in China has been continuously expanded and deepened along with the process of opening up. This paper reviews the development process of the international communication of library science education in China from four aspects: personnel exchange and communication, international conference, cooperative teaching and introduction of educational achievements. It shows the historic progress of internationalization of library science education in China, and puts forward some suggestions on strengthening the international communication of library science education.
  • Hot Topics and Their Evolution of Users' Information Behavior Research in China in the Past 70 Years

    In order to help scholars sort out and clarify the evolution of the hot spots of users' information behavior research in China, a detailed search and literature review of the studies relevant to users' information behavior  since 1949 was conducted, systemically summarized the research hot spots in different periods and the evolution of these hot spots, proposed the future research directions of users' information behavior by the analysis methods of co-words, cluster and strategic diagram. It is found that Chinese information behavior research initially focused on the investigation of the storage, retrieval and utilization of books. With the introduction of cognitive science, the research focus has turned to users, and its research hot spots have evolved significantly over time. For example, the information behavior subjects, types, environments, scopes, research methods etc. have all changed.

    The value of genealogy documents as historical literature is controversial because of the fabricated information about ancestors and family history,but the value as cultural memory medium has been recognized in the area of Historical Anthropology. The author made investigation about how the researchers use the genealogy documents as cultural memory medium and found the difference between the research of genealogy documents for memory and for history. The author tries to locate more accurately the target users and typical application scenes of genealogy documents, and then put forward new ideas and ways for institutions to re-recognize the value of genealogy documents and develop the content deeply. The author provides an use case about the research of immigration history of Macheng,Hubei province by transforming the textual abstracts to semantic data which is easy to compute for statistics and analysis, and tries to find some new research questions or answers.

    As an important entrance of mobile internet to intelligent internet, face recognition technology widely permeates various industries, continuously supports multiple needs of massive users in complex scenes, and actively empowers large-scale, multilevel and fragmented innovation activities of the industrial chain, which has become the core force to consolidate and expand intelligent industry solutions. During the whole life cycle of face recognition application, from capturing face data to completely deleting it, all kinds of violations infringe on privacy, freedom, equality and security interests of the target group. It is urgent to construct and perfect control strategies on infringement risks of face recognition under different application scenarios, so as to dynamically balance public welfare and private benefit, promote the smooth landing of National Development Strategy of Artificial intelligence.
  • Further Research on the Tendency of “Delibrarization” in iSchools Abroad

    Based on the investigation of their names and whether they changed their names in iSchools abroad, this paper selected 18 members of iSchools as the survey objects, and obtained data about their degree education, curriculum setting, research papers and scientific research projects through their website and WOS.The content analysis method is used to analyze the degree education, curriculum setting and scientific research projects, and the research papers are analyzed by EXCEL and AntConc software. The results showed that the 18 members of iSchools have obvious tendency to“delibrarization” in terms of institution name, degree education, curriculum setting and scientific research, and the tendency of “delibrarization” in those renamed iSchools is more obvious.
  • The Enlightenment of Pew Research Center's Information Management Practice on Academic Library Think Tank Services

    In conjunction with a think tank, the authors conducted a thorough investigation of such practice engaged in Pew Research Center to study characteristics of reference value in the practice of academic library. The findings indicate that the Pew Fact Tank has developed a matured information management service system that contains not only ample data resources, feasible information acquisition channels, all-inclusive data experimental laboratory, and also various information sharing models. Pew's experience can be a learning module that helps academic libraries improve the mode of information absorption, enhance the quality of data analysis; carry out extensive information resources sharing, and promote the influence of think tank services.

    Library Assessment Conference of American Research Library Association (ARL), held every two years since 2006, is an important international conference on library evaluation in North America. This paper interprets the “Proceedings of the 2018 library assessment conference”, and analyzes the evaluation characteristics of American university library. At last it thinks that the university library in China should learn from the experience of the American university library evaluation theory and practice development, from the combination of incorporating evaluation into the daily management of library, strengthening evaluation theory and management practice. To play the role of trade associations and organizations in three aspects to promote the evaluation activities of university libraries in China.

The university libraries can participate in the construction of think tank system by providing information resources service guarantee for think tanks inside and outside the university, promoting the knowledge transformation and dissemination of think tank achievements, and building knowledge platform to support think tank scientific research and decision-making.

    Using semantic web technologies to semantically organize information resources and provide deep semantic services such as semantic retrieval, semantic integration and semantic sharing has become a trend of knowledge organization and service. Many research and service organizations in foreign countries have carried out semantic organization and semantic service practice of information resources, among which the projects of the Semantic Computing Research Group (SeCo) in Finland are the most representative and cutting-edge. Thus, this paper analyzes these projects from four aspects: resource type and annotation depth, semantic model, semantic data construction and integration, and semantic service. Then, this paper summarizes their characteristics and enlightens the relevant practice in China: The objects of semantic organization expand from bibliography to non-bibliographic information resources; The depth of semantic annotation goes from external features to content semantics; The coverage of information resources extends from a single domain to multiple domains; Semantic services develop from text to image visualization; Semantic services evolve from single to diverse.
  • Digital Library Learning Resource Extraction Based on Personalized Push Service

    Aiming at the problems of low user satisfaction and response efficiency existing in current research results, this paper proposes a method of extracting learning resources of digital library based on personalized push service. Collect data such as user resource download information, access URL content and system access time, select small log file parsing tool to directly analyze the collected data, and save the analyzed data to MySQL or Oracle database. According to the data collection and processing results of personalized behavior of readers, fuzzy clustering is carried out for visiting users of digital library by using the clustering method under the equivalence matrix, and personalized push service is provided for users by using the optimal clustering of browsing, borrowing and resource utilization. The fuzzy recognition method is used to identify the individual situation of target users, and the retrieval resources are fed back to users according to the recognition results to achieve the extraction of learning resources. The experimental results show that the extraction method of learning resources in the digital library has better performance, higher user satisfaction, faster response time and higher extraction accuracy, showing good application performance.

    Starting from the new paradigm of intelligence engineering and the new environment of emergency intelligence information, this paper puts forward the importance of constructing the emergency management intelligence engineering with local characteristics and modern features. This paper analyzes the basic orientation of emergency management intelligence engineering, which includes four features: rapidness, collaborative symbiosis, value transformation, elastic adaptability. Then analyzes the core content of emergency management intelligence engineering, which includes three modules: intelligence resource support, intelligence technology innovation and expert wisdom development. Finally, the paper discusses some challenges in the development of emergency management intelligence engineering, which includes three problems: role orientation, overall mobilization and significance construction. The relevant research and thinking in this paper can provide a new direction for the development of emergency intelligence in new era.

    Based on the characteristics of big data of network public opinion,this paper analyzes the modes of emergency negative emotion guidance and "Time-Degree-Effect" standard under the environment of public opinion big data, and proposes the view of"Time-Degree-Effect"integration. Through constructing negative emotion guidance model, model analysis and numerical simulation, this paper carries out integrated modeling and simulation of"Time-Degree-Effect". In view of two scenarios for major emergencies and general emergencies, the corresponding"Time-Degree-Effect"strategies are put forward.
  • Study of the Information Quality Moderating Effect on Farmers’ Mobile Information Service Use——Taking Jiangsu Province as Example

    With the development of informatization and modernization, customer satisfaction index has been regarded as a dynamic source in the use of mobile information service and information quality has been regarded as a moderating source.  A complicated mediating model including moderating factors was put forward. Based on information quality theory and customer satisfaction index(CSI) theory, the relationship between perceived value and CSI and CSI on repeat use were checked. Questionnaire surveys were conducted on 1200 farmers mainly located in Jiangsu Province and finally received 939 valid samples. The results are as follows:1) CSI plays a complete mediating role on the relationship between perceived value and repeat use; 2) Information quality has an active moderating effect between perceived value and CSI and no moderating effect between CSI and repeat use. It shows that CSI and repeat use have a rigid relationship characteristics.
