  • Analysis of the Ecological Succession Trend of National Intelligence Activities in the Age of Big Data

    This article briefly reviews some unharmonious phenomena of national intelligence activities, analyzes the existing problems in national intelligence activities, and clarifies the ecological succession trend of national intelligence activities. Then, this article puts forward dynamic mechanism and action perspective to promote the ecological succession trend of national intelligence activities: the development of national intelligence activities system is a dynamic and evolving process, and as a whole, it always presents a spiral track trend. To promote the ecological succession of national intelligence activities, you must follow the paths of technology and system, formulating corresponding measures from the perspectives of technological innovation and system innovation.

    This article briefly introduces the characteristics of the age of big data and its specific requirements for national intelligence activities and analyzes the existing unharmonious phenomena and problems of national intelligence activities in the age of big data. On this basis, the dynamic mechanisms of the succession of the national intelligence activities system is studied from three aspects: the internal force excitation mechanism, external force triggering mechanism and internal and external force coordination mechanism，and proposes the driving mode that is strengthening support force, pulling force, thrust and weakening pressure to promote its harmonious succession of national intelligence activities in the age of big data.

    Russian national intelligence system was designed and determined by The Russian Federation law and was constructed and implemented by intelligence agencies and security agencies. Laws and regulations concerning national security, intelligence activities, military defense, confidentiality and disclosure, and intelligence officer form the legal foundation of Russian national intelligence system. Federal Security Service, Foreign Intelligence Agency, The General Office of the General Staff of Russian Armed Forces, and Federal Security Agency are the main national intelligence and security agencies. The main content of the system includes intelligence organization management system, intelligence officer training and management system, collaborative system, confidentiality and disclosure system, and supervision and prosecutorial system. The main features of Russian intelligence are the follows: the highest leaders attach great importance to the top-level design, to the cooperation and legal action of all intelligence agencies, to the team building, to the social disclosure of the intelligence activities, to the construction of intelligence resources.

    Based on the perspective and method of evidence-based science, the article takes "based on the best available evidence" as the basic principle, along the path of evolution from theory-driven to data-driven economic methods, from the early classical period to modern economics. The evolution of evidence in the period of theoretical development was sorted out, and a full evidence chain framework of evidence-based economics including evidence source, evidence production and evidence evaluation was constructed. The study found that the concept of evidence-based science always runs through the evolutionary history of economic evidence; the "best evidence" of economics in the era of big data is a collection of the best evidence in a broad sense and multiple sources; the era of big data, the economy The evidence from the theoretical drive to the data drive, the evidence chain is optimized and upgraded, and finally promotes the transformation of economic research paradigm and the development of evidence-based economics.

    In the burgeoning era of interconnected intelligent big data, the reconstruction of internal and external relations between scientific research and legal decision-making have been triggered in the field of law, which makes the transformation of academic paradigm of law and the reconstruction of decision-making process under the rule of law extremely urgent. How to understand the relationship between decision-making under rule of law and its evidences, especially evidence-based evidences, and its historical evolution; How to get and transform evidences into evidence-based decision-making in the era of big data; how to make full use of the strengths and circumvent weaknesses of the evidence-based approach in order to play its due role in it, have become the main focus of this paper on the basis of defining the connotation and extension of the evidence-based law in our previous study. The paper aims to sum up a preliminary and practical evidence-based approach which can cohere functionally with traditional methodology of jurisprudence, and mimic a chromatographic domain of scope for evidence-based law, and outlines the basic process for the evidence-based law approach in the context of the rule of law with Chinese characteristics.

    The supply and use of performance information are of great importance for enhancing the effectiveness of  government performance management. However,  government performance information management face challenges . This paper believe that the  evidence-based governance can provide important methodological support for performance information supply and use. By clarifying the transformation logic of evidence and performance information, this paper constructs a government performance information management framework from an evidence based perspective to optimize the process of government performance information management. Application of evidence-based methods in different stages of government performance information management will ultimately help to overcome the difficulties of the supply and use of government performance information.

    The flow of information driven by emerging technologies is impacting traditional education at an unprecedented rate, and the evidence-based educational practice guided by empirical research provides more scientific and rigorous research concept, framework and methods for the efficient information flow. The paper mainly explores the mode, the process and the effect of information flow of evidence-based education. The study concludes that the scientific advancement of disciplines and the deep integration of education and information have contributed to the development of evidence-based education。The information flow of evidence-based education has created conditions for the deep learning from the sources of evidence, evidence-based framework and evidence-based methods. Evidence-based education provides direction for the information flow, and the information flow of evidence-based education has triggered many effects, such as the rethinking of "understanding", creating open issues, and changing educational structures.

    Data-intensive scientific research has put forward an urgent demand for the wisdom and the power of crowd, which has led to a new change in the scientific research paradigm. Under the mode of scientific crowdsourcing, citizen science emerges and gradually gets attention from all sides. In recent years, the citizen science projects in China have gradually started and become stronger. Based on domestic citizen science projects, this paper first compared and analyzed 8 typical cases of citizen science in China. Then from the perspective of project organization, the operation process and organization management mode of these cases are analyzed, and management framework is put forward from the perspective of institution.

    On the basis of analyzing the influence of consumer opinion leaders' characteristics, social network factors and consumers' characteristics on consumer opinion leaders, system dynamics, communication, social network and other related knowledge are used to analyze the influence of consumer opinion leaders, and then the mechanism and influence factors are expounded. Boundaries are divided to build system dynamics model, and the model is simulated and sensitivity analysis is conducted with Vensim PLE to compare the impact of changes in system parameters on the influence of consumer opinion leaders. The results show that the factors related to the characteristics of consumer opinion leaders, factors related to social network and consumers could influence the consumer opinion leaders with words and consumer behavior.

    Based on the social exchange theory, a measure model of knowledge exchange efficiency in academic virtual community is constructed to determine the index system of knowledge exchange efficiency evaluation, and to calculate the efficiency evaluation value; Taking the technology acceptance model as the framework, the factors that influence the knowledge exchange efficiency in academic virtual community is explored, and then a integrated model of the influential factors on the knowledge exchange efficiency is constructed, including the value of knowledge exchange efficiency and the hypothesis of our research; Using the questionnaire survey,  the overall distribution of the evaluation of knowledge exchange efficiency and the influential factors analyzed, and some countermeasures and suggestions for the problems found are put forward.Overall, knowledge exchange efficiency of most researchers in our country are lower than average, and the knowledge exchange efficiency of male researchers is significantly higher than that of women; Age, period of scientific research, education level and professional technical title have significant positive influence on knowledge exchange efficiency; User's perceived ease of use and perceived usefulness have significant positive impacts on the efficiency of knowledge exchange, between which knowledge exchange intention plays a mediating role partly, and a part of characteristics of knowledge exchange entities play a regulating role on knowledge exchange intention.

    On September 24, 2018, the British Library released its first scientific research report, British Library Research 2016-17. The report describes its main research activities during the period from October 2016 to September 2017. By deeply interpreting the report, this paper probes into the paradigms, methods and ways of carrying out scientific research service in British libraries in order to provide reference for the innovation and development of public library services in China.

    Information literacy education games is a new idea and way for Libraries to develop Information literacy education. Taking the first story-type mobile game of information literacy education in China as an example, this paper summarizes practices of Peking University Library from the following aspects: characters of design, experiences of develop and effects of the participation. Finally, it points out that in the future, information literacy education games could be combined with big data analysis methods, virtual reality technology, and traditional information literacy education activities, and adhere to the brand building of mobile games.

    The sustainable development of open access movement has promoted the emergence of open science and has been paid attention to by many Governments. The library under the open scientific environment has the basic condition of becoming the pioneer and advocate of open science. The open scientific environment also puts forward new requirements for the construction of the library, such as the scope of the library's resource construction needs to be expanded continuously and the open resources and data resources will become the important resources of the library. Then the service content of the library needs to change, not only to extend the upstream and downstream of the information service, including carrying out the services such as semantics and open education. Finally, open science needs to be embedded throughout the user's data collection, scientific research analysis, publishing, peer review and other scientific research process.

    In the past, the development of “digitalization wave” in Taiwan has experienced various stages such as “library automation”, “digital collection and digital learning projects” and “Rise of Digital Humanities”, and each period has laid the foundation for subsequent development. In 2013, the Taiwan authorities launched the digital human resources construction, including:promotion plan of curriculum innovation;talent cultivation and industry-university cooperation;subsidy digital humanities project;other promotion, building the field from a multi-dimensional perspective. After analyzing the 242 digital humanities projects which subsidized by the Ministry of Science and Technology of Taiwan in 2013-2017, the research hotspot features were found: focus on Taiwan's local subjects;focus on adolescents and aging issues;emphasis on the application of religion, museums, and virtual integration.

    Information science education in China and the United States has different growth environments and development paths. This paper collects and collates the training programs of information science postgraduates through network survey, and reveals that the individuality of information science education in the United States lies in the cultivation of "Professional" as the core, with career orientation, problem orientation and innovation oriented. The individuality of information science education in China lies in its discipline-oriented, research-oriented and comprehensive orientation, with the core of "Specialty" training. The commonness of information science education between China and the United States is reflected in the concept of personnel training, the trend of digitalization and interdisciplinary characteristics.

    In view of the problems of traditional evaluation index, such as impact factor, citation frequency and h-index, and taking into account of a series of principles like limited target, taking both quantity and quality into consideration, basic index optimization, time axis consistency, normal distribution data, and preventing artificial control, the author put forward a new bibliometric index, the influence index, so as correct the self-citation of cited frequency and impact factor, and then to sum up it after logarithmic normalization. Taking the CSSCI journal of library information and philology as research object, the research shows that the influence index is a good bibliometric index, which can be used to evaluate the short-term influence of academic journals. The correction coefficient of journal excessive self-citation needs to be further studied.

    Cang Xiuliang is a famous historian, historical philologist, local chronicle expert, and pedigree genealogy scientist. He has enriched and developed the traditional Chinese culture through his academic achievements and built indissoluble bond with library. At the same time, with a historian's unique vision, wisdom and approach, he gave selfless care to his hometown by denoting more than 8000 treasure ancient books to Siyang library, thus setting up a very good example for creating an atmosphere for library's construction and development.
