Under the severe threat of the global terrorism, the importance of counter-terrorism intelligence work has been increasingly enhanced, and the extensive excavation of data has led to conflicts with personal privacy information. This article analyzes the causes of the conflict from three aspects: large-scale data invocation, which may lead to privacy leakage, collection and processing of anti-terrorism intelligence, and imperfect protection of personal privacy. It also proposes solutions to the causes of conflicts one by one, including strict control over data sources, anti-terrorism follows the principle of privacy protection, and further improvement of anti-terrorism legal system. Based on the current actual situation and future development trends, there is no possibility of intensification of the contradiction between counter-terrorism intelligence work and personal privacy information, furthermore, there is a top-level design guideline for the country's overall security concept, so individual privacy protection will tend to meet the needs of the national security strategy.
