    In this study, the authors investigated the applications of virtual reality technology(VRT) in university libraries in China and abroad.  Specifically, their investigations were done from 4 aspects, namely, virtual tour, 3-dimensional resource construction, virtual references and information retrieval.  Then they compared the applications in China and abroad, finding that both Chinese and foreign university libraries have started to apply VRT on the aforesaid four fields but almost no library provide deep applications.  Moreover, foreign universities and Chinese universities have different styles in using VR. Specifically, foreign university libraries prefer applying VRT on “second life”, which is a virtual platform, while Chinese university libraries prefer using it on their homepage.  Chinese university libraries prefer applying VRT in virtual tour while foreign university libraries prefer using it in virtual browse.  Chinese university libraries prefer using VRT on freshman education while foreign university libraries provide their services to everyone.

    The “internet+” environment promotes the implementation and infusion of a wide range of information technologies in library services, which has been envisioned as a key perspective of the development of libraries.Since 2016, it becomes increasingly clear that the rapid development of Virtual Reality (VR) has become one of the main public interests. Thus, this paper mainly discusses the change of library through the implementation of VR technologies.  Specifically, two perspectives are discussed, namely, information resources development, and library service innovation. Moreover, the application of VR is discussed by adopting and analysing the National Library and China Academic Digital Associative Library (CADAL) as a research case study. Additionally, through three major aspects of VR, this paper analyses the present situation of VR application. Finally, this paper provides a perspective on the application of VR in library information resource development and service innovation.

    VR is a new form of human-computer interaction created by computer and advanced sensor technology. VR + reading and promotion are based on the VR technology environment. Through the value mining of VR + in reading promotion, this paper explores the basic path of library carrying out the VR + reading promotion and tries to establish the legal arrangement, organization and incentive mechanism of VR + reading promotion. The author also suggests that appropriate place should be built for supporting VR + reading promotion. In addition, open the PPP model and platform supporting VR + reading are necessary. Social forces should be integrated as implementation of VR + reading promotion. A serious of strategies such as carefully designed VR + reading to promote the characteristics of services, planning the implementation of sustainable development, focusing on improving children's VR + reading literacy and so on.

    American university library established digital scholarship space to organize activities related to digital scholarship, to support users to carry out digital scholarship activities. Digital scholarship space mainly includes staff office space, communication space, teaching space, digital creation and digital research space. Digital scholarship space is dedicated to personal service, and equipped with software and hardware facilities. American university library established digital scholarship space use guidelines, so as to standardize space use. Our university libraries should plan to build digital scholarship space, with emphasis on the introduction of emerging technology tools and improvement of the utilization rate of the existing space, attaching importance to establish space use guidelines.

    Digital scholarship is one of the innovative services offered by academic libraries in recent years to support the scholarly and research, and the center for digital scholarship(CDS) is the best platform to carry out related services. This paper investigates the services offered by the CDS in 16 American academic libraries, analyzes the service mode from the perspective of service goal, team, programs and tools. To standardize the ways and enhance the quality of digital scholarship services, the academic libraries in China are supposed to build dedicated CDS and clear its mission, establish a professional team and clear the division of labor, develop useful programs and forms of service according to the needs of researchers, strengthen cooperation with relevant departments across and outside the university to ensure resources and technical support.

    With the change of people's attitude towards knowledge, the knowledge Q&A community is exploring new business models to realize the full value of knowledge. The purpose of this paper aims to investigate the operation model of the new generation of Q&A community, which is represented by the Fenda and Zhihu. Based on the media richness theory, media synchronicity theory, social presence theory, resource-based view and sharing economy, this paper puts forward some characteristics of the new generation of knowledge Q&A communities that are different from the  previous Q&A communities, namely the voice form of Q&A and the reward mode of knowledge transaction. Then, based on user experience framework, this paper analyzes and compares Fenda and Zhihu from five perspectives, i.e., strategic layer, scope layer, structural layer, framework layer and presentation layer. To a certain extent, the new generation of knowledge Q&A community enhances the users’ experience during Q&A process and effectively realizes people's cognitive surplus. Finally, the authors point out several shortcomings of the two products and yield some corresponding suggestions for future improvement.

    In order to protect, inherit and develop the intangible cultural heritage, the present situation of digital resource construction of intangible cultural heritage in the memory project was studied and it was found that it was necessary and feasible to combine memory project and the protection of intangible cultural heritage digital archiving. On one side, the advancement of memory project provides high-quality data resources for the protection, development and utilization of intangible cultural heritage. On the other side, memory project is the continuation of the protection of intangible-cultural heritage digital archiving. Finally, through constructing the collection management, archiving management and service management, which is the core of the technical framework of intangible-cultural-heritage digital archiving, we expect to solve the problem of intangible cultural heritage digitization construction at organization level, management level and technology level in memory project. Then we can provide the experience for inheriting and spreading the intangible cultural heritage.

    Research data publishing is an important trend of the future development of academic exchange system. The paper analyzes articles about research data publishing in databases such as CNKI and WOS to describe its development history and research progress. From the lifecycle perspective of data publishing, the author reviews studies about several key problems of data publishing, including modes, system and patterns, citation, metadata, relationship with research document, privacy protection, and quality control, aiming at providing reference and enlightenment for major participants of China to publish research data.

    Afterwards open access of jounrals, scientific data and knowledge repositories, open book is a new approach to open publishing. There are multiple driving factors push academic book to be open access. Moreover, when the way of paying changed from authors pay to crowd funding by institutions, libraries takes more roles in the open publishing of academic book. There are a lot of influences to libraries through open publishing of academic book, such as libraries must pay close attention to dynamic state of publication, must proactive to cooperate with publishers, and must build indexes or platfroms for open book.

    How to increase the effectiveness and service quality of public library is the subject that needs payingattention to. This paper discusses the common international public library performance measure indicators as well as the compilation and implementation of performance measurement and measure indicators in public libraries in Taiwan.Then the development course of public library evaluation in Taiwan is reviewed. Some suggestions are put forward onpublic library evaluation finally. We suggest that an evaluation database should be built for public libraries byrelated agencies; different evaluation criteria should be developed for different levels of public libraries;evaluation of the process and service should be stressed.

    Win-win thinking is the trend of the development of e-book collection, but this view is not well reflected in the domestic e-book collection policy. This paper aims to apply the stakeholder theory to the construction of library e-book development policy. Firstly, the paper analyzes stakeholders in the development of e-book collection on the basis of reviewing the current research. Secondly, the author reveals the benefit ecological chain and the forming reasons in the development of e-book collection. Then the author compares the similarities and differences of the interests of the direct stakeholders in the development of e-book collection and analyzes the relationship between interest management of stakeholders and the development policy of e-book collection. Finally, the paper puts forward
    suggestions for the construction of the development policy of e-book collection based on stakeholders' demands.

    The interpretation of ACRL "2016 top trends in academic libraries" provides a useful reference for observing and thinking about the development of university library. A comparative analysis of the four reports from 2010-2016 was made and then an interpretation of the 2016 version of the report was provided. It is proposed to promote the sharing of scientific data services, the construction of digital library academic center, the independent development of the next generation integrated library managing system, the development of research data librarians and other emerging standards, and the construction of educational resources.

    Extending the sharing scope, expanding the sharing scale, broadening the sources of funds and building a strong coordination mechanism are the main challenges for the current cooperation and sharing. Through the PPP model, attracting social funds and technology advantages, as well as attracting government supervision, building a strong constraints mechanism deal with sharing challenge. Research shows that extending the two subjects (the Library and Society) to three subjects with PPP (Government, Library and Society) will be able to improve the cooperation mechanism which driven by social factors and government factors, and can better realize resource sharing and service innovation between libraries.

    A library should pay attention to the comic cultural space creation for the reasons of development of special libraries, change of readers' needs and improvement of library space value.     In order to reveal the complexity and uniqueness of open government data risk and enhance the recognition and response ability on it, this paper illustrates, based on the methods of literature study and comparative analysis, the connotation of open government data risk from cognitive belief, stakeholders, disclosure content, technology and regulatory system. It also analyzes a series of negative impacts of open government data risk on data open process, data management order, data ecology and data management cost. Meanwhile, it introduces the practice of developed countries on the risk identification and prevention of open government data, sorting out the current difficulties of it, and then points out concrete countermeasures on how to create a risk identification and prevention mechanism on government data releasing.

    Metadata is an important part of Open Data Initiative across the world. Based on W3C metadata standard DCAT(Data Catalog Vocabulary), American Project Open Data (POD) and DCAT-AP of EU, this paper analyzes the achievements and characteristics of the metadata in the United States, European Union and Ireland. By comparing metadata schemas of Chinese local governments such as Beijing, Shanghai and Zhejiang, this paper points out that the metadata construction of China's OGD should be strengthened from aspects of policy support, legal protection, system improvement and adoption of semantic technology so as to overcome the drawback in the normalization, standardization and interoperability.

    This paper carry on the high frequency keyword statistics as well as each kind of scientific knowledge map drawing, combing the expert suggestion to find the research hot spot and the evolution path in public cultural service domain. The analysis shows that equal basic public cultural services, the role of library in the system of public cultural services, the performance evaluation of public cultural services, the supply model of rural public cultural services, cultural needs of migrant workers, the sustainable development of rural library are hot spots in the research of the field; the study of the evolutionary path has experienced the stages of enlightenment, exploration and development ,research deepening; and we can infer that the participation of nongovernmental forces, basic public cultural services form vulnerable groups, construction of digital public cultural services, basic public cultural services standardization and cultural governance may possibly be the research hot spots in the future.

    In order to know the biliometric characteristics of Library& information, this paper makes a statistic and diachronic analysis through the CNKI data about its issued theses, key works, institutions, citation, H index etc. The results show: Library & information always stands in the forefront of academic research; its citation & cited frequency, H index are on the rise; the proportion of funded articles was significantly higher than that of similar journals. The data demonstrate that Library & information has become one of the journals with higher academic level and greater influence. But there is room for improvement because the cited rate and H index are still at the average level.

    The second high tide of Han Yu study appeared in Qing Dynasty and large amount of Han Yu's books remains now, partly because of the property of carving industry. Han Yu's books were published by government printing houses, personal printing and craftsmen's workshops. Governmental publishing increased Han Yu's position; various personal printing of Han Yu's books promoted the study of Han Yu; and craftsmen's workshop helped the popularization of Han Yu's ideas.
