  • Establishment of Risk Evaluation Index System about lnformation Flow of Network Public Opinion on Emergency Based on UML Method

    Based on the method of UML, the construction of risk evaluation index system about information flow of network public opinion on emergency can realize the quantitative descriptions and operations of properties and behaviors about each index factor in the evaluation index system. On the basis of reviewing some relevant research results, this paper established a risk evaluation index system about information flow of network public opinion on emergency by following the general principles of evaluation index according to the steps provided by the modeling language UML.

    The influence of all media context on emergency management is analyzed from two aspects, including the in fluence of subjects' benefit, expression way of emotion, and interrelation, the influence of emergencies and their occur ring evolving mechanism, so as to summarize the features of the subject and the objects in public opinion information risk management. Reform was proposed in emergency management model adapting to the all media context from three aspects of management idea, system structure and operation mechanism. Taking Tianjin Port "August 12" fire explosion accident as an example, the author analyzed the problems of emergency information management and put forward some improvement measures. These will offer theoretical guidance for emergency management departments to adapt to all media context and make the media emergency management scientific and efficient.

    Based on the analysis of emergency and the characteristics of the first information release of an event, risk assessment index system is built on the first information release with the basic elements of the information as indexes. Then through the analytic hierarchy process, each level is calculated to find its single sort with respect to its upper level and target total sort weights, and in this way the risk of future public opinion caused by the first released information about emergency can be assessed quantitatively, providing theoretical support to the government departments in their risk assessment of internet public opinion.

    Governance mechanism of network public opinion under the background of big data is analyzed, and keyvariables that affect the network public opinion governance are extracted. And a multi-agents model of network publicopinion governance is constructed from differential equations, and the numbers are simulated by MATLAB and modelcharacteristics are researched. And then multi-agents network effects of public opinion and the degree of their interaction is obtained according to the static and dynamic simulation results. Finally, put forward are the countermeasures for government-led and multi-agents collaborative governance mechanism to provide a theoretical model for network pub lic opinion governance and suggestions for public opinion governance effect assessments.

    As tools of information collection and services, wearable devices have great value in recording data. In order to promote the management, preservation and application of data recorded by wearable devices, this study analyzes the concept, classification, characteristics and current development of wearable devices by collecting data from the internet. On this basis, we selected common wearable devices at present as typical cases, analyzed their features and functions, sorted and categorized various types of data recorded by wearable devices. Finally, we built the Framework of Wearable Devices Recording Metadata.

The connotation of small data of the researcher is introduced first and small data is compared with data of small science. On this basis, the relationship of small data of research and micro -knowledge services is expounded. Furthermore, key pattern and typical characteristics of micro-knowledge services are analyzed in details based on small data of researcher. Finally, some problems are discussed which are to be cared and solved.

    The government failure in supplying public digital cultural service and the limitation of the public cultural service institutions determine the demand of cooperation with social forces. At home and abroad, the public digital cultural service projects are carrying out cooperation with non-profit organization, profit organization, individual citizens infour areas: resources construction, extension services, infrastructure construction and management. The cooperation model could be reduced to two kinds: cooperation based on project contract I agreement, cooperation based on management and coordination organization. In order to develop a sustainable partnership and ensure the smooth progress ofcooperation, we need to safeguard the interests of partners and create value for them, to maintain unimpeded communication and unanimous coordination.

    Reading promotion has become the mainstream of the library service, but literature survey has found that there is a gap between the theoretical research and practice in reading promotion field. We are urgently in need of rigorous research paradigm to improve reading promotion in activities design, implementation and evaluation. The article demonstrate the design science nature of reading promotion, elaborate the objectives, methods and procedures of reading promotion research under the paradigm of design science research. It is considered that the design science research paradigm can be used as a supplement to the explanation research paradigm, and it is a bridge between the theory and practice of reading promotion research.

    The utilization behavior of researchers have been changed since a surge of web academic resources in big data era. The new characteristic and trend of web academic resources’ utilization in study of Library and Information Sci ence are investigated in this paper. Citation analysis method is used to analyze the citation data from 2010 to 2014 of four top journals in this field in China. The results show that (a) Chinese LIS scholars further improved the utilization of web academic resources in recent five years; (b) LIS researchers indicated a strong preference for citing web sources which are non-scholar resources, deep resources or resources from specific   countries.

    The paper is to scan the study characteristics of big data in detail, thereby to provide reference for an in-depth development of big data. The author collects literatures on the subject of big data of Web of Science from 1996 to 2015-.The overall trend, space pattern evolvement and distribution of research strengths are analyzed. The results show that the study of big data is stepping into the golden development period, and has a strong interdisciplinary nature. Global research has evolved from America to multiple centers China, America, England and Germany, and demonstrates a “core-peripheral” structure. And there are wide disparities in countries around the world. The strength and impact of R&D about major developed countries in core areas steadily increase over time, but China still has a way to go.

    The design, application, service, implementation and evaluation of APP are mainly covered in current studies. And there are still some problems in APP evaluation research, such as insufficient research fields, small amount of e valuation index, incomplete evaluation content and unscientific evaluation system. In this paper, combined with the Ex pert Method, Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method, a set of app evaluation index system is put forward that contains the first grade indicators of four aspects of application platform, user experience, visual foreground, Network background; 12 second grade indicators including active degree and son on; 41 third grade indicators including download volume and so on; weight design added with negative points, and examples are given to verify the index system can provides a theoretical reference for the app design, promotion, application and evaluation. Through the use of the evaluation system of evaluation and comparison of the Alipay Aallet APP, it is found that the main factors affecting the quality of APP is the function of the software itself and the user experience.
  • The Latest Research of 3D Printing Services and Policy Issues in American Public Libraries

    With popularity of digital intelligent technology as well as users' increasing demand, it becomes a current trend for public library to incorporate 3D printing technology into the service. This study is based on data collected from America’s one hundred and ten urban public libraries' web sites that over 54% of the libraries now have at least one 3D printer, 43% implements the 3D printing services into their library projects or programs, 40% have 3D printers as part of their Makerspaces, and 34% of the library developed certain rules and regulations on the use of 3D printers, as well as policies on service charges. In order to understand 3D printers in public libraries in the United States, this study also conducted a preliminary investigation of 3D printing service in China’s public libraries, hoping to help our researchers and librarians aware of the differences between two country libraries as well as challenges and issues we all commonly face concerning the services of 3D printing in libraries.

    The development and current situation of the knowledge analysis and visualization technology are described irst. The usage of the CASIR reflects the user requirements, and a series of key technology solutions is given according o the user requirements. These solutions were applied to develop the visualization and knowledge analysis functions ased on the CASIR system. The resources in CASIR system were reorganized and indexed, and the analysis and clus  ering techniques were used to build the dynamic charts base on the results. Knowledge analysis and visualization function were provided, which can display the relationship between resources based on institutional repository. This study can extend service for institutional repository and improve literature analysis and utilization for researchers and managers.

    Dongchangfu New Year Woodcut is an example of the development of new year paintings in China, and is an art treasure scattered in the countryside on the borders of Hebei, Shandong and Henan, which is far from big cities and has not attracted the attention of the academic circles. Based on the studies of the relationship between Dongchang fu New Year Woodcut and the Grand Canal, and the themes and modern values of the paintings, this paper tries to peep at the bottom color of Chinese culture.
