  • Constructing Cases Knowledge Base of Emergency Based on Stakeholder 's Theory

    This paper integra ted stakeholder theory into the organization of case knowledge base,   categorized organizations or individuals in earthquake and established stakeholder matrix with stakeholder theory. It described the general construct processes of case knowledge base: the choice of representative cases, the representative method, the content, the way of organization, the preprocessing of data, the way of storage. Finally, it taken Wenchuan earthquake as an empirical example to organize case knowledge, which consists of relative departments of the State Council, with Framework knowledge representation.
  • Topic Evolution Method of Unexpected Event Based on DTM-LPA——A Cαse Study of H7N9 Microblog

    For the topic uncertainty and topic poor interpretabilityof topic model applied on high dimensional and sparse Weibo Dataset, this paper proposes a topic evolution method by combining dynamic topic model and community detection,named D1M-LPA . Firstly, we get the words which have a high evolution value on each time sliceby using dynamic topic model. Then, we build the co -occurrence network of these words according to the microblog on each time slice. Finally, we find the communities by Label propagation algorithm, and track topics of each time slice according to the communities. At last, we do experiment on the Sina Weibo dataset about H7N9 Avian Influenza ,the results showed that our method can analyze the weibo topic evolution.
  • The Impact of Document Representation on Hashtag Recommendation for Microblog——Use H7N9 Corpus on Twitter as Test Dataset

    According to the summary of various Hashtag recommendation technologies and short text representation methods, this paper uses a Hashtag recommendation method based on K -Nearest Neighbor Firstly, we represent the texts of microblog into vectors, calculate similarities between user's text and training text. Then we extract the most similar blogs from the corpora. The results of four text representation methods named Vector space model, Latent semantic analysis, Latent Dirichlet allocation, Deep Learning   for Hashtag recommendation are compared with each other. We use H7N9 Corpus on Twitter as our test dataset. Experimental   results show that deep learning text representation method has achieved the best performance among all the methods.

    In order to collect and  organize the unexpected  event  intelligence, this paper proposes  a method of construction unexpected  event characteristic dictionary   through  the unexpected events/  classification, grading and staging. It first extracts classification words and their relationship from the existed classification system of unexpected events and the information in the relevant departments documents, and codes the classification words to establish the classified thesaurus. Then it extracts and codes the grading from the  documents, formulates   and codes the  staging, constructs the unexpected event  characteristic dictionary by concept  tree. At last, it utilizes the unexpected  event characteristic dictionary  to assist intelligence collection and organization.

    National Social Science Project "Research Chinese Library Core Value System Construction" includes processing texts of library core values， analyzing，processing and comparing words of library core values. Library core values of China are presented and explained， they are the core values of displaying modern library idea: open， equality， tolerance and privacy， and of showing professional: the service， reading， management， cooperation. The reasons are explained that intellectual freedom has not been adopted.

    It is found that the copyright problems of consortia acquisition mainly involve the purchase agreement. On the othernbsp;hand, the copyright   problems of;self -constructed databases include the areas of collection literature digitization, the development of network information resources and the construction of local characteristic databases. The copyright issues of database sharing are mainly related to the reproduction right and the right of communication through information network, concerning the method, content, quantity and cost of document delivery.

    Big data knowledge service is becoming a new growth point of digital library field. Through literature investigation, theoretical and applied research status of big data in digital library knowledge service system is analyzed, and comparative analysis is made of the characteristics of the collaborative design. An SOA -based, open, loosely coupled system architecture is built, and it is analyzed from the functional management, collaborative management, information management, service resources and collaborative process. Finally, the involved key technologies and collaborative design operation mode is studied and analyzed.

    This paper selects the libraries of the top 19 Australian universities released by US News as samples to investigate and analyze their research data management service. The services provided by academic libraries mainly include guideline, introduction, consultation, training, storage, acquisition and sharing of research data management. Based on the findings, some enlightenments and strategies for Chinese academic libraries to develop research data service   are proposed, including drawing up guidelines,   strengthening publicity, providing multiple consultation, developing flexible education and training activities,setting the research data librarian and training specialized talents.

  • Mobilization in US Top University Libraries

    What is the current state of mobile services among academic libraries of the country's top 100 universities? What can the experiences of these libraries teach us about best practices for mobile services at the university level? This student examined 100 top universities with the two research questions based on the U.S. News & World Report's 2014 Best Colleges rankings. The most common mobile services available were e-books, mobile access to databases, and the catalog, mobile sites, and text messaging services. The survey results also confirmed that mobile services are ubiquitous among these libraries; in addition to e-books, mobile access to databases, mobile access to the catalog, mobile sites, and text messaging, chatllM services and apps are also very popular mobile services. The biggest challenges in providing such services include   time, money and expertise often required to mobilize services, communication among various library departments to create a united effort towards mobilization.

    This paper analyzes the features, functions and limitations among Johns Hopkins University DC, Harvard University DVN, and Cornell University DataStaR platform. Based on the problem of domestic data curation platform, the paper provides the advice for constructing domestic data curation platform by comparing platform function, policy support, data standard, education & training and cooperation of the three data curation platforms in US.

    Based on the basic concepts and latest research progress of scientific data interoperability, three different international organizations of scientific data interoperability's practice conditions are introduced, that is the research data infrastructure project GRDI2020､American safety data research organization IJIS and the medical research institution West Health. The main problems of scientific data interoperability are pointed out.

    There is a growing awareness among researchers of the importance of research data sharing and long-term preservation. Data management plan(DMP)has been playing a vital role in data-driven research progress. DMP provide specific and comprehensive guidance for research data management practice.   This paper provides a brief review of research fund policies and requirements for DMP in the US and UK. Based on the frame work for creating DMP by DCC and ICPSR,this paper provides a comparative discussion of the main contents in DMP. DMPonline and DMPTool are two primary web-based tools to help researchers creating, maintaining and exporting DMP. Finally, the author puts forward some recommendations on how libraries involved in data management planning and promoting the practice of data management, sharing and preservation.

    Current web service technoJogies together with the advances in mobile devices have significantly increased the development of context-aware services. Relying on the Semantic Web technologies this paper offers a rule -based architecture supporting delivery of contextualized information. The core functionality is fulfilled by the relevance   assessment rule engine,   which can re -configure the behavior of the system;by specifying the different rule sets. It defines an ontology -based context model, which formalizes   the context from different information   sources and characterizes the contextual situations of mobile users. Qualitative evaluation results that the architecture has the generality   and adaptability;   thus can assist mobile police to take decisions during their activities.

    The classification system is an effective method of information organization. The traditional classificationsystem can not adapt to the transformation of classification object and is no longer practical at the same time, the existing network classification system is not scientific. An Internet information classification system both practical and scientific can not only effectively meet the users' information demand, but can also development of automatic text classification. Taking Chinese Library Classification and Sina portal for examples respectively, this paper studies the advantages and disadvantages between traditional document classification and taxonomy of network information, come up with the design principles of the internet information classification system, namely practical, scientific and balance. Based on these three design principles, an internet information classification system was built. In order to verify the validity of the classification system, the web crawler is used to grab corpus of www.163.com and www.qq.com which are as experimental data, and Fudan Corpus classification system is used for the comparative experiment. Experimental results show that, compared to the Fudan Corpus classification system, the proposed Internet Information Classification System has a higher practicality, and can more comprehensively cover all kinds of Internet information, little intersections among categories, more approach between the information of each category, the text classification efficiency is quietly improved.

    The rapid dev elopment of information technology and the wide application of social media have greatly liberated the public discourse space, providing the public with a new way of self-expression. Research on the factors affecting the public's participation behavior in online public affairs discussion, helps to discover the problems in social public affairs management and the social public demand, guide the public to participating in online public affairs discussion actively, promote social democratization process. Based on the technology acceptance model and the theory of planned behavior, build the theoretical model of influencing factors about user participation behavior in online public affairs discussion. Through the questionnaire survey to obtain relevant data, using the structural equation method and statistical analysis methods to analyze the influencing factors of users participate in public affairs online. Analyze the questionnaire data by structural equation method. Then according of the analysis put forward the corresponding countermeasures to guide and improve the degree of users participate in public affairs discussion online.
