And the management strategies represent as follows: under the scientific guidance of policy and strategic planning, with multi -channel sufficient funds as a guarantee, building a practical and reasonable management system. Successful experiences of foreign countries can provide references for China to carry out relevant practices

    The resource integration modes of public digital cultural resources abroad are concluded and analyzed， and four modes are found: the mode of thematic resources integration for the main purpose of education and study， the mode of limited resources integration for the main purpose of heritage preservation， the mode of collection resources integration for the main purpose of retrieval and utilization， and the mode of large-scale integrated project for the main purpose of share and exchange. Based on the typical case analysis of the four modes， the author summarizes the characteristics of these modes and then gets some enlightenment for the integration of public digital cultural resources in China.

    Through online research and case study, the authors investigate eight foreign public digital cultural resource integration projects(including World Digital Library, Michael Culture, Digital Public Library of America, etc.), and analyze their metadata interoperability from schema level, record level and repository level. Some suggestions are put forward to strengthen metadata interoperability of public digital cultural resource integration projects in our country.

    The authors investigate the resource service modes of the integration of public digital cultural resources, and analyze 3 kinds of resource service modes: the mode of user participation and interaction based on Web2.0 sites, the mode of multi-lingual service promoting the development of multi-culture, the mode of personalized service based on user behavior and need, and the authors believe that these projects are good to seek diversified resources service mode and improve the quality of service.

In this paper, the development path of Nature is analyzed in a qualitative and quantitative way, from bibliometric, humanistic and an international perspectives, and with a comparative analysis of our first -class academic journal Chinese Science Bulletin, some advices are made for the development of Chinese academic journals.

China has become one of the world's largest science thesis outflow countries. The paper analyzes the number of papers in top 6 subject of medical field of SCI in recent five years, and puts forward some suggestions to inhibit paper outflow trend.

    This paper reviews related previous studies concerning the definition of society/s information rich and poor and the measurement of information poverty and inequality. It is found that in spite of the popularity of the information rich and poor concepts, most studies have defined the concepts in economical rather than informational terms, and that the assorted existing indicators for describing the information rich and poor are yet to form integrated measurement for categorizing people informationally. The authors argues that the existing methods for defining the information rich and poor are too crude to be useful for understanding information inequality and its relationship with society/s socio-economic inequality.

    Smart emergency refers to the emergency response solutions which contain intelligent perception, intelligent analysis and intelligent processing in the context of smart city. Smart emergency information resources are the foundation for smart emergency management. However, due to its multi -source heterogeneous characteristics, it is necessary to fuse and integrate emergency information and then rise to the intelligence extraction and discovery for emergency decision-making. Entropy theory can be used to reveal the mechanism of emergency, and intelligence is the key factor in smart emergency negative entropy flow. Based on this, the paper constructs the basic theoretical model of smart emergency in the perspective of intelligence, and gives several discussions about it.

    Scientific and rational cloud forensics provides important help for giving consideration to data security, privacy safeguards, and preventing or punishing illegal activities of the information society. It is imperative that we should use coping strategies, such as expanding users' normative expectation of privacy, building a full -order procedure of cloud forensics, improving the system of tort relief, and enhancing the technical capacity of forensic personnel, etc. It will appropriately resolve obstacle factors of unreality, little relationship or illegality, and promote a historic shift towards sustainable development of the judicial application of electronic evidences and green growth of diversified cloud applications in NextGen.
  • Research on Risk Management Strategy of Social Media Service in Libraries

    Library service has been hugely promoted due to the widespread application of social media in libraries. But the application of social media in libraries also exposes libraries to some risks, including privacy security risks, resources and system security risks, copyright risks, reputation risks, sustainability risks, and so on. In order to manage and avoid these risks and maximize the objective of social media service of libraries, risk management strategies should be developed: library should train librarians' and users' risk awareness and skills; define the objective and plan of social media service; make social media policy; set up risk management group; establish risk management operating mechanism, and so on.
  • Study of Personal Services Mode for Library Based on Small Data Decision Support

    Based on the study of the relationship between big data and small data, this article analyzed the influence of small data on personalized services of library, discussed the key issues in personalized services for library like QOS guarantee of personal services, service costs and users privacy, and then designed a personal services mode for library based on small data decision support. The personal services mode can make its resources and services highly fused and integrated, and the core concept of the personal services mode is user demand -led, because it can provides personalized reading services for readers.

    The author extracts the common factors that influence the library service for children and young adults from Thomas' The Genesis of Children's Services in the American Public Library, Guojun Liu's Children Library and Children Literature, and the guidelines and standards that made by the international organizations, UK and USA. There are ten influential factors. The ten factors can be divided into there categories: core factors, external factors and supporting factors. Librarians, collections, service and environment are core factors. Publicizing, cooperation and technology are external factors. Funding, assessment, standards and guidelines are supporting factors.

    This paper makes a statistical analysis of research papers' citation. Through analyzing the indexes of half- life of literature and the reference factors， it is found that there are many shortcomings in the news dissemination studies，such as the short literature suitable period， the deficiency of literature' standard and utilization， the lack of concern to front issues and the problem of excess studying in practice work. These conclusions are consistent with Professor Chen Taowen/s analysis， and also show that it is feasible to evaluate this discipline with bibliometrics.

    Half-life is a metric to measure literature obsolescence. It is also an important reference standard on measuring the development of a subject. The authors collect the data of computer science from CNKI and classified into several sub disciplines according to the standard of Chinese Library Classification. Through the analysis of the citation data of the computer, we can summarize the characters of literature obsolescence on computer science and take knowledge of the development of computer science.

    The citing and cited half -life are important indexes to describe obsolescence of literatures, disciplines, and periodicals. By taking libraries, information, and archives as the research objects, this article discusses and analyses the features of above disciplines' citing and cited half -life and influencing factors of half -life using disciplines classification number as classification standard. Furthermore, this article analyses inherent relationship between citing and cited half-life of disciplines based on the three disciplines' empirical data.

     This paper analyzes in details the four typical scientific data repositories abroad including DataCite, GBIF, DataStaR and OTA, in terms of aims, elements and features. The results show that three metadata practice present different features and elements, but they are all user - centered. Finally some suggestions are put forward for designing metadata for scientific data repositories in China, including considering the functions and aims, adopting the current metadata schemas and evaluating the metadata in a user-centered approach.
