    Through the nationwide survey of library professionals, this report reveals the professionals' perception on intellectual property protection in libraries, the status and problems of Chinese libraries intellectual management, the library profession's view on the government's policies and measures. It provides some basic reference data for government and relevant departments in order to speed up the formulation of the intellectual property policies and programs which suit the practical needs of library development.

    Based on the survey of copyright solutions of overseas libraries and library clause in copyright laws of the United States, Canada, the United Kingdom, Italy, Japan, Singapore, Australia, New Zealand and China, this paper analyzes the major modes of copyright solutions of libraries internationally. Then proposes some amendments to copyright law in China, and suggests that library professionals should participate in this amendment process actively.

    This paper outlined three causes of action in copyright lawsuits libraries involved, that it is infringement of the information network communication right, right of authorship and original copy right of a work. And four types of alleged infringement are also be outlined and analyzed according to the laws. Finally, some suggestions for libraries have been given in an effort to avoid lawsuit risks.

    Library outsourcing businesses include technology-sustained outsourcing and resource construction outsourcing that related to copyright. The subjects of legal relations include companies which offer information resources, libraries, staff of libraries, companies which carry on library's business and these companies' staff. Legal relations based on licensing, commission, co -operation and employment. The rights and obligations of subjects mainly come from legal regulations or contractual agreements. Based on the analysis of the copyright of library business outsourcing, the paper puts forward the measures the libraries should adopt.

     By the analysis on the content of information dissemination between farmer-workers and the residents, the article thinks that the information content that accepted by farmer-workers and residents show us the following features due to their differences in the circle of friends, professional attributes and district of residence : the information dissemination between them is under condition of fragmentarily and non-system , the utilizable information becomes main information type between the two information dissemination .It draws a conclusion that the internal differentiation between the peasant laborer and the residential community has already surpassed the difference between these two community , but the internal differentiation within peasant laborer community is the realistic question that needs to be paid attention ,because it plays a pivotal function to the integration between the Chinese city and the village .

    Based on the funishing research projects granted by the National Social Science Foundation of China on “Library, Information Science and Archives Management” from June in 2003 to November in 2008, this paper makes an systematic analysis the publication of the monograph production, and the use of monographs production from citation of monographs, monographs collecion in library, the book of master entrance examination. The results show that 32 monographs were published, the quantity of monograph of Wuhan University are the most, 8 monographs were cited exceed 10 times, 9 monographs are collected by the sample academies over one half of the totle number, none of the 32 monographs is book of master entrance examination in the sample acdemies.

    Public library has entered a period of increasing crisis, but there are many weaknesses in crisis management, especially in daily management and librarian' emotion management, wanting an effective ameliorative means. Six-sigma theory is a managing method of high quality, and it can be used to improve the process of operating in daily management for library and service quality. Pygmalion effect is propitious fully for librarian' emotion management .Therefore, Six sigma theory and Pygmalion effect are introduced into library to transfuse new managing methods and realize the managing aim .

    This paper analyzes representative international digital preservation policy guidelines related to open access resources, investigates the status of preservation policy for open access repositories in ARROW project, and explores the specific preservation policy of three typical open access repositories including ALADIN Research Commons, Nottingham Eprints and Griffith Research Online. Suggestions for long-term preservation policies of open access resources are provided at the end of the paper.

    Self -discipline of internet industry to protect the right to internet privacy at present has some problems: The protection by the internet industry is difficult to put into practice; most websites fail to post privacy policy at a prominent place; for some websites, the privacy policy is just for show. In order to ensure self-discipline of internet industry to protect the right to internet privacy, following countermeasures should be taken: first, the government should strengthen the governance of self-discipline of internet industry; second, the organizations of internet industry should play a more active role; third, every single website should practice a more strict policy of protect the right to internet privacy; fourth, all the netizens should supervise every single website to protect the right to internet privacy.

    Public Lending Right system has a trend of global popularization in the process of global informatization. In order to wrest the initiative and set up a PLR system which is in accordance with China's national condition, this paper analyze public lending right from three angles: the nature of public lending right、 the subject of public lending right and the compensation mode of public lending right. This paper considers public lending right should be defined as a right to recourse, except publishing agency, but the compensation mode of public lending right should be diversification.

    This article addresses the problems of conflict and balance of copyright interest of the digital library and points out that the conflict of copyright interest of the digital library is rooted in the contradiction between exclusivity of copyright and common sharing of the information resources of the digital library. The conflict of copyright interest is shown as the right expansion of copyright owners and narrow channel of traditional copyright authorization and other aspect. In view of these conflicts, this article puts forward countermeasures to keep the balance of interest by adhering to the principle of balance of interest, perfecting system of fair use, establishing the collective management system of copyright and the copyright compensation system of digital copyright from the legal perspective and by Pareto optimality theory and Kaldor -Hick's compensation theory from the economic perspective.

The article elaborates the construction goal of the blog platform of discipline , the design , the pattern of the service and the function carrying on the comparison with the traditional knowledge service。 It also proposes the mechanism of the knowledge innovation of the discipline blog to provides the deep level, specialized, personalized knowledge service for the university users and to promote the ability of the knowledge service in the university library.

    There are ARP spoofing and ARP redirection attacks frequently encountered in the network. This paper analyzes the principle between the two attacks in depth and the running state of actual environment. At the same time, points out that the destination host will take a wide range of inspection of the received ICMP redirection message in the network. This make ICMP redirection attacks more difficult and even ineffective.

    The library faces many kinds crisis. How to carry on the management of crisis in the library has become scholar and practitioner's research upsurge in recent years. Since 2007 the quantity of the literature has increased swiftly, including theoretical research, comparative research, summary, and practical research. The article uses the method of the literature measurement to summarize and discuss the definition, the characteristics, the type, and the principle of the library crisis management in the chosen literature. The emphasis is putting on illustrating the method and the type of the library crisis management. Finally the author thinks that the current research is insufficient in the domain of the applied research, which should be extended in the later study.
