  • Study on the Practices, Results and Trends of Value -added Exploitation of Public Sector Information in European Union

    In orde r to facilitate the process of informanization and promote the rapid development of information industry, the European Union speeds up the transformation from public sector information access to value-added exploitation through adopting a series of polices and measures. This paper analyzes the specific practices, results and trends of value -added use of public sector information in European Union, and then combination of status quo of our own development, it finally makes some corresponding recommendations to provide references for achieving the practices of information value-added exploitation.

    Japan’s government information disclosure began in the early 1990s, the law of information publicity enacted in 2001. Since then, the Japanese government has been committed to the development and utilization of government information, and made significant advances. This paper expounds and analyses the achievements and deficiency of the disclosure, development and utilization of the Japanese government information, to provide references and enlightenment for the disclosure and especially the utilization of Chinese government information.

Libraries are social and cultural propeller, part of social organization, social and institutional arrangements, information exchange center, independent study Paradise, and cultural progress ladder, features of its services mainly in cultural and social nature of the library. The occurrence and development of libraries constrained by the social economic infrastructure and the history cultural development, it also has its own law of the development.
  • IUEE-T———An Influencing Factors Model of Public Trust Degree Based on Government Information Publicity

    The paper introduces the research background of the public trust degree of government information publicity, based on the case study of “vaccine crisis”of Shanxi Province summarizing the influencing factors of the public trust degree, such as the existing impression, perceived usefulness, perceived ease of use and environment factor. According to these factors the authors build the IUEE -T model and analyze the meaning and reciprocity of the factors. Meanwhile, the paper puts forward several proposals for improving the public trust of government information publicity by using IUEE-T model.

    University library is a center of information as well as an important academic aid to education and scientific research for universities. Therefore, it is crucial to establish an up-to-date and scientific evaluation system for library. In this thesis, base on the analysis of the necessity of benefit evaluation of university library system, it pointed out the social significance of the evaluation system. The benefit evaluation of university libraries can help the policy makers and administrators to lay more emphasis on benefit， improve the use of the facilities and ensure a benign development of university library and thus ensure an effective operating of the university library as an essential aid to education and scientific research.

    The main issues of our country library difficulty in drafting legislation is the low community's cognition degree of the library, the legal system of library lags behind, fragmentation of different types of libraries, in addition, ill-prepared legislative theory and a variety of serious difference of opinion about legislation structure, property law, fundamentals, subject matter and some important issues. In order to solve these main issues, the paper proposes that the research on library legislation should strengthen theoretical study further, improve self-construction, and make legislative advocacy and other new initiatives.

    The 19 Act had passed The National Library of New Zealand Act in New Zealand in 2003. The Act has played a constructive and instructive role in developing the National Library of New Zealand, especially to the administration to the Alexander Turnbull Library———library inside the library, in the aspect of preservation of Oral History and the copies of public documents. The construction of National Library of New Zealand and Act 2003 deserves our learning and reference when China is going to build her Library legislation, especially the legislation strategy of "A point on behalf of the surface", place high emphasis on develop the Oral History documents and important files presentation collection.

    Nowadays, the construction of digital library is on the rise globally due to the fervor of the digital complex. Financing of 140 million yuan, Zhejiang Province starts the construction of the Zhejiang Academic Digital Library （ZADL）and the characteristic resources, for the purpose of revealing the available resources together, excavating the potential resources, and integrating the Open Access （OA）resources, to provide convenient effective information service for the development of Zhejiang. Therefore, the resources digitization is the construction key of ZADL, the self -built resource is the characteristic manifests of ZADL, and the change of management mode is the innovation exploration of ZADL.

    In the beginning and 40s of the 20th century, Japanese compiled two books of local chronicles of China. They are《Local Chronicles of China》and《New local Chronicles of China》. The books are unique local chronicles of China compiled by foreigners. In addition, since they were compiled with modern investigation methods, its composition and mode were quite new; the literature materials were real and reliable. Therefore, it could be considered to be very valuable as the first new mode local chronicles of China. The Gansu volume in it is very important to the research on the economics of the western of China in modern history.
