    According to typical research and macro data, during "the 11th five- year plan" period, county public libraries achieved rapid development in China. In the development process, the new main problems faced are: "People eating floor" is becoming one main problem; County libraries itself develops continuous, but not plays the role of central Library as a regional service system; The shortage of funds and unreasonable structure coexists together; Poor service efficiency and so on. Improving the basic protection, building service system, improving service effectiveness and achieving sustainable development, is the main attack during "the 12th five- year plan" period for the county public libraries.

    “Rural Library Project”is a benevolent project that is supported by the central leaderships of publishing, but there is a confliction with the professional activities of publishing in the marketing environment. For the sustainable development of rural library service, it needs to find a more reasonable way, and it is absolutely necessary for the participation of library and management organizations of social culture. At the mean time, it also needs to grasp the practical cultural needs of rural residents of different levels of social development in each region, explores the inner development law of public cultural service and the effective integration of traditional library and contemporary information technology, and to find a rural library service mode which is suitable for the current situation in China, in order to ensure the promotion of the social effect of the administrative cultural input.

    There are two sort of research approaches to the information ecology at present.One routes analyse the phenomenon, the causes and the solving countermeasures of information imbalance which focus on the research that antithesis to the harmonious information ecology, and the other is starting with analysis of the information right, by the way of information equity leading information ecological harmony, changing the substantial force of information world can only place hope on it is naturally produced from the human moral storage. These two research approaches are all lack of positive exposition and noumenon structure on harmonious information ecology, so aforesaid approaches can not make the activities of human information practice step into a sustainable and healthy development way.

    Based on an extensive review of current literatures and an e-mail survey, ACRL Research Planning and Review Committee develops a list of the top ten trends that are affecting academic libraries now and in the near future. Even though they are listed in alphabetical order, top1and 5 may be counted to collection development, top 6, 8 and 10 relevant to library service, while top2,3,4 and 7 are management issues. Additionally, top7 reveals that technology will continue to change services and required skills.

America copyright regulations offer the rules of re-use. The Freedom of Information Act of the United State is a prerequisite of re -use. Public sector regulation, 0MB Circular No.A -130, and etc. have been the basic principles of re -use. The Paperwork Reduction Act provides more development spaces for re -use of public sector information. The re -use system of public sector information in the United States can be used for reference by China. 19 refs.

    At present, cloud computing is greatly respected by the industry. Industry launched a series of services based on cloud computing platform. However, in the cloud computing services which have already been achieved, safety issues are worrying, which made the security and privacy are great challenges we have to face in the process of popularity of cloud computing. The privacy is focused in this paper. In outlining the characteristics of Internet privacy, we pointed out privacy that based on the cloud computing environment, and discussed privacy risk from the client, network transmission, and server respectively. Finally, according to the problems, we tried to come up with solutions from the legal, technical, regulatory, etc. in order to better protection of client's privacy in cloud computing environment.

    Academic Libraries in China produce some difficulties in carrying out Subject Information Services of Academic Libraries （SISAL） b ased on Web2.0 because of no perfected system of Subject Librarian. SISAL includes four elements: librarian, user,Web2.0 Subject Service Platform, and Subject Information Resources. In the implement of SISAL, library should improve the content and manner of services, establish user evaluation, incentive mechanism，and promote the innovative service. In this way, we can reduce blindness and enhance success.

    The provincial public library is the informational and cultural center of every province. It plays an important role in the prosperity of the province's cultural development. This paper carries on an investigation to the digital resources of 25 provincial libraries websites, then calculates th e types, quantities of these digital resources, and finds that there exists a huge gap between under -developed areas and developed areas in the construction of digital resources. To those provincial libraries lack of digital resources, they can make up the shortage of dummy resources by integrating network information resources. In addition, this paper simply introduces several kinds of patterns of integrating network information resources.
  • Considering the Library Service in Another Point of View: Evaluating the Paper's Value and User's Interests from Number of Its Internet Downloads

    We have analyzed the top papers by download and citations published between 2000 and 2009 by librarians. It was found that library academic-oriented papers got much more citations and user service- oriented papers got high number of their Internet downloads. There is no significant correlation between Download and citations. Analysis of this comparison suggests that download frequency can reveal not only the paper's application value- its contributions to users, but also information of which papers are most interesting to the readers. So it should be an alternative metrics of paper quality and impact. User service- oriented study should be encouraged in the library.

     Establishing social inclusion as a mission of Chinese public libraries needs practical demonstration of local community. This article investigates the library services for the visually impaired of the Pudong Library in Shanghai, appraising the social value and contribution of Pudong Library in promoting social inclusion, based on the Social Outcomes Framework for Museums, Libraries and Archives, with the aim of tackling the question whether china's public libraries in large cities can exert social impact with social inclusion. This case study uses qualitative methods to gather data and measure the social inclusive output of public library.

    Postal national information system in Qin and Han dynasty is an important system and traffic management, and food communication is a system that served the public servants as postal accommodation in Han Dynasty on which many scholars have studied. This paper reviews the transmission of bamboo and wooden slips document of Shuihudi in Qin dynasty, those of Zhangjiashan in Han dynasty, and those of Xuanquan in Han dynasty and compares the contents of food, then analyzes the food communication reception level and the resources of food communication.

    This article does new investigation on the author of Shinto monument and order of Jinxian-zhang princess of Tang Dynasty, which is collected in the book of QuanTang Wen Bu Bian. The author mainly uses epitaph and historical texts, and makes the conclusion that the author of the article mentioned above is Xuqiao, not Xu Qiao zhi. At the same time investigation is made on his lost articles.
