  • Study on Library Information Services in Public Opinion for Government

    Library public opinion information service is an important part in library local services. Since the 90's, a large number of successful typical cases emerged in library public opinion information service, and achieved good results. This paper summarizes and analyzes Chinese library public opinion information services from service history, content, service product and evaluation. Based on the current status, this paper proposes measures about how to enhance the service ability of library in this field and how to promote healthy and sustainable development of library opinion information service.

    The digital protection of intangible cultural heritages has become widely concerned in many countries in the world， and to build up a digital protection mechanism of intangible cultural heritages which goes with the Digital Era is a major development tendency of the protection of intangible cultural heritages. In combing the major methods of the digital protection used abroad as well as the corresponding practical plans used in China， it is found that in the ways of digitalization of intangible cultural heritages are different in characteristics and forms. They are alike in initial-phase technical driving force and effect of government guidance，but different in management systems， investment systems， protection mechanism， legal protection and so forth. These mothods can give sustainable fuel to the existence and development of the digitalization of national cultural resources.

    A good public image is the intangibles capital for library development. Using content analysis method， the author examines the news concerning library in ten mainstream papers from 2008 to 2010. The result demonstrates that the subjects are concentrates on library development， users and library service， public activities， digital library project， librarian and social donation， but without going into a deeper and multidimensional report. The libraries mainly are reported in a neutral and positive way. Therefore， it is necessary for library to pay attention to image management， foster communication ability with media， improve service ability， enrich collection resources and develop organizational culture.
  • Free Open and Construction of Central-Branch System in County Library

    Financial support for free open libraries should lie in the bed of constructing service system of public libraries, but not for libraries in counties. The regime of central -branch library is absolutely choice for free open libraries in counties. The financial support for that is the economical base of the regime. The document which is enacted by The Central Six Ministries, "Some advises on promotion of constructing teams of fundamental culture in counties and countryside", confirms members of culture station in counties and countryside and guarantees the source of workers. If free open isn't on the base of system construction, we can't solve essential problems in the long time development of library and lost the great opportunity to development, facing crisis of shrink in the whole industry.

    At the end of last century， "globalization" became a discourse dominating the global interaction of economy， politics and culture. The reality that every nation has to face is how to avoid being submerged by the wave of the globalization， how to maintain their own tradition， and how to realize the creativity during the collision with the cultures outside. From the perspective of cultural consciousness， this paper analyses the marginalization of minority cultures and the knowledge poverty in ethnic minority areas and explores the ways of the multicultural services of libraries.

Then the paper analyzes the contemporary Women's Fiction and the deep social discrimination female psychological structure.

    Integrated management theory is an important theory in modern management， in which integrated idea and method are creatively applied to management practice process. As a complex system with highly integrated characteristics， from planning， implementing to operation service， Information Commons uses integrated idea， method and technique consciously or unconsciously in many respects such as the setting of function and service， the equipping of information resources， the using of technique， the designing of system， and the deploying of human intelligence resources and so on. Integrated idea is the important guiding ideology in the construction of Information Commons. The Connotation of Integrated Management Theory is included in every segment of the construction of Information Commons to different extent.

    Library law is very important to the sustainable development of library. In this article， firstly， some investigation were made on the library laws of the United States（USA） and the United Kingdom（UK）， and then， analyses were done from the angles of content system， user's participation and results evaluation， and the construction of the net of libraries and so on. The differences between the library laws of the two countries were compared from the angles of the order of legislation and the means of macro -control， etc.

    As an implement of semantic net, linked data describes a method that publishing, sharing and link kinds of web sources by the linkable URI. Linked data means making association of data in different fields by linking distributed heterogeneous data on the net. Enterprises and government have valued its application and research since the conception appeared. Many libraries, such as Library of Congress and National Library of Sweden, are involved and provide choices and assistance for libraries in semantic service and expansion of service sources. But for deeper application of library, linked data is facing challenges in some fields, just like user interaction, data integrity, link maintenance, privacy protection.

The rights in library right conflict should be understood as just title and legal right, which need to be protected equally. From microscopic perspective, library right conflict may happen among different subjects and also be classified according to different contents. The essence of right conflict is the conflict of value and interest. Principle of interest balance should be used to solve the conflict of library rights.

    The 30 years of Reform and Opening have brought explosive changes in social, political and economic development in modern China. The upsurge of translating Western businessmen's autobiographies in the light of globalization has provided a perfect example of intuitional reference for Chinese local readers. Through the perspective of glocalization, this paper first discusses the cosmopolitan roles that the Western businessmen's autobiographies play in the Chinese local context, and then explores theirs relations to the readjustment and displacement in the discourse of Chinese commodity culture which in turn shaping a new identity. The formation of the new identity in coping with globalism gives rise to multiple local receptions among target readers, thus, finally, in such a context, the paper focuses on the elaboration of individual success in relation to China's advancement.
