  • Development Report on Aid and Support of NGOs to Non-Government Funded Libraries(2011)

    By the end of 2010, 51 Non-Governmental Organizations have established more than 20 thousand libraries, invested nearly 300 million Yuan, donated more than ten million books and provided volunteer service nearly 20 thousand person -time. These libraries are mainly distributed in poor rural areas in central and western China providing various services, covering a wide range of readers and focusing on promotion of reading. They have effectively enriched the knowledge of local people and made a significant contribution to the development of grass -roots libraries in China. The experience, efficiency and even problems in NGOs' supports and aids to libraries are of great significance.

    This article is seeking to provide some valuable insights for improving the theoretical basis of information science from the perspective of post-structuralism. We reviewed how these theories related with post-structuralism theory (correspondence theory of truth, discourse analysis, hermeneutics) understand information. And we analyzed how the post-structuralism is reflected in the two major areas of information science (information retrieval and user research), we take the discourse analysis and hermeneutics as information science research methods. Finally, we pointed some possible impacts on information science which the post-structuralism may produce.

    Central-branch library system is generally adopted by the public library organization and operating mechanism abroad. Inrecent years, in the background of the construction of public library service system, this mode develops rapidly in our country and forms many models. But there are many problems compared with the foreign models. This paper analyzes the models of central-branch public library system domestic and abroad, and points the problems in our country. Then purposes the strategies of central -branch library system construction in our country: reform the construction and management system of central -branch library system; implement the unified management of human and financial operating mechanism; and establish a perfect funding mechanism.
  • Evaluation of Information Access Ability of Researchers Based on Citation Analysis

    According to bibliometrics theory and citation analysis principle, the quantity and distribution of references are closely related to researcher's information access ability and information absorbing ability. This paper puts forward five hypotheses and inferences based on citation analysis principle, and chooses five evaluation indexes such as paper publishing quantity, references quantity, references quantity per paper, ratio of Chinese and English references, ratio of all types of references. In order to prove the hypotheses and inferences, this paper chooses nine authoritative Chinese academic periodicals as sample to carry out citation statistics and investigation, the result makes known that reference quantity and structure can be used as the foundation to assess researcher's information access ability and information absorbing ability.

    At present, the level of academic libraries open to the society is low in China. The mode and content of service they provide to the society readers are limited. Their service object basically is the staff, service methods include accreditation and temporary reading, and service contents are primary indoor reading and ordinary books circulation. The management measures to the society readers include collecting a certain amount of deposit, limiting the reader identity, providing smaller permission and etc. In addition, libraries open to the social have made beneficial attempts in the related system construction, but the degree of perfection and level of development are uneven.

    This paper analyses four state of knowledge flow such as knowledge stocks, flows, direction and attribute by literature review and analysis. Then this paper constructs interactive model between knowledge flow management and dynamic capabilities. Furthermore, this paper researches the relationship mechanism between four state and position, process, path and knowledge base of dynamic capabilities and illustrates the relationship between knowledge stocks and position, knowledge flows and process, knowledge direction and the evolution of dynamic capabilities, knowledge attribute and knowledge base of dynamic capabilities. Finally, this paper reveals the transformation mechanism of knowledge flow management forming dynamic capabilities.

    To accelerates the establishment in the whole society public cultural service system is the necessary requirement to protect the cultural rights of citizens, the objective requirements to improve the national quality, and the important guarantee to build a harmonious society. It has important strategic significance. The article analyzes the important role of public libraries in the public cultural service system in terms of important carriers, the dominant platform and the base station, and then explains the direction of the public libraries services innovation: to innovate the service concept, to expand the services space, to improve the service levels, and to meet the people's spiritual and cultural need which is multi-aspect, multi-layer and of diversity.

    Philological politics, which is not only an inter -discipline between philology and politics but also an important research field of library science, studies the relationship between literature and politics. Philological politics focuses on studying what are showed when power intervenes in literature in society and evaluating it. In terms of ancient Chinese society, that power intervened in literature appeared in process of canonization, collation, communication, and explanation of literature. The study of philological politics helps introduce the research results of library science to other disciplines.

    Union Catalogue with more advantages, But the paper presents the other advantages on the current situation, Such as cataloging rules and formats have historically been complicated, need to strengthen the union catalog ,so easy to digest, implement and improve the complex inventory requirements. Outsourcing cataloging is difficult to solve quality problems, it also has a potential infringement risk. Strengthen the union catalog to avoid these problems and improve the social status of cataloguers. Catalog’s principle of the supremacy of the user, should union catalog ,so can taken into account broad range of user needs.18 refs.

    Li nked data is a W3C recommendation standard to publish and link all kinds data, information and knowledge. The mashup based on linked data can connect the resources in libraries with the Web of data to enlarge the scale of resources and improve the user service. The authors introduce linked data and mashup, and discuss the main application of linked data in libraries. Then the authors build the library information mashup model based on linked data, discuss deeply from three layers: the data layer, the mashup layer and the application layer.
  • A Study of Internal Link Features in Web Space of the Universities of "985 Project"

    Link is the basic element and the most remarkable characteristic of Internet, so the study of website links characters has an extremely important theoretical and practical significance for optimizing the network construction and improving the disposal of information resources. Based on the study in 2006, this paper uses hyperlink analysis to track and examine the changes of the internal links in web space of the universities of "985 project" in recent years through the latest data collection. The results show that the quantity of the links between the universities of "985 project" has a greatly increase. Also, the connection of internal links in web space has been significantly improved. Besides, the distribution of the link features of the web space develops from decentralized state to centralized state.

Four universities are chose as samples, and their advances on information literacy instruction are surveyed in terms of pedagogies, contents, evaluation, and so on.

    This paper introduced Amazon Elastic Compute Cloud and its resizable compute capacity in the cloud at first. Then, this paper analyzed the bandwidth, computing resources, the character of low cost and virtualization technology of digital library under cloud computing environment. Finally, this paper gave out the maximized cost utility solution of computing resource. Refined - management and auto-workload server will reduce cloud cost and improve cost utility.

    As an organizational process and management activity that integrates a series of particular resources to fully exploit opportunities, entrepreneurship is becoming a key driving force of continuous growth and innovation promotion for a nation. It is especially the case in the interaction and studies of entrepreneurial enterprises with their internal and external customers, where entrepreneurial enterprises often effectively achieve customer knowledge   transfer, and dynamically realize   their   organizational improvement and evolution by way of organizational learning mechanism. Concerning the marketing capabilities of entrepreneurial enterprises, this paper defines explicitly the study issue of dynamic relation between network embedment, organizational learning and CKM, which prepare a theoretical ground for studying the black box of the network embedment, customer knowledge management and performance impact mechanism in entrepreneurial enterprise

    The primary target of library information resources sharing is to reduce waste, cost reduction, and set up the balance relation of every element in library information resources sharing. Compare of the libraries information resources sharing in some countries, we found that traditional sharing models had some shartcomings. Finally, we abstracted a collaborative model of library information resouces sharing, which includes distrcit collaboration, resources collaboration, services collaboration and technologies collaboration.

    At the late qing dynasty, the comic express method was used in news report to record the revolution process. The characteristics of this method are humorous and ironic. With the news comic in the 1911 period, it analyses the transmission characteristics and value of news comic. Then it elaborates the news comic is useful to comprehend news information, encourage the will to fight, rouse the society and transfer the spirit of revolution of 1911.
