    Raising the level of wisdom is the core of value target that users quest after knowledge. "Wisdom" would be the goal of contemporary and future library science. The discipline system of general library science facing and leading to wisdom would be established theoretically, and based on the clear definition of "wisdom" concept and the grasp of collaborative user breed. We should greatly change our way of thinking, explore and build the research paradigm of " Ontology of Objective Knowledge", and also breakthrough key problem such as "the theory of objective knowledge association" and "All Information Modeled Micro -Computing Technology ", and actively organize interdisciplinary and cooperative research teams, and speed up its pace for really establishing mature library science.

    Intellectual freedom is the source of human wisdom, and its essence is "turning knowledge into wisdom", and " turning knowledge into wisdom" is the fundamental value orientation and ultimate goal which libraries achieve their intellectual freedom. The service of the public wisdom is the basic choice and the advanced route to accomplish the library knowledge freedom. Libraries satisfy the users' knowledge needs, make connection with the objective knowledge, and assist the users. All these reasons determine that libraries must immediately realize the changes of turning knowledge service into wisdom service, and establish the bridge to help users exploring knowledge and wisdom.

    The code of ethics for librarians contributes to restrict the behavior of librarians in their profession, and is beneficial to maintaining intellectual freedom in library and guarantees users' rights. Based on the connotation of the code of ethics for librarians,the paper introduces the significance and content of librarians' occupation ethics, which is made byIFLA/FAFI. And some opinions about the code of ethics for librarians are also expressed, such as the special construction, the implementation, the role of library association, which are based on the analysis about cases that include the code of ethics for librarians that is made by the Thai Library Association (TLA) and the Colegio de Bibliotecarios de Chile.

    Based on the volunteer activities of National Library of Australia, the paper introduces the whole practice in details, including service content and time, volunteer recruitment and training, rights and responsibilities, evaluation and agreements and so on, then points out that China should carry forward volunteer culture actively, establishing perfect management system and strengthening the interaction between volunteers and libraries.

    Based on the related laws, the article analyzes the exceptions of disseminators in information network, according to library information services, like temporary duplication, system caching, searching engines. Then it concludes that exceptions of infringement responsibility in information network communication can be divided into two types-one where exception of direct infringement responsibility in information network communication and another where indirect infringement responsibility in information network communication.

    This paper has selected five representative universities at home and abroad, which have a great achievement in major in the library and information science. It classifies the postgraduates majoring in the Library and Information Science according to the theory and application of the classification of courses. Through the comparison and analysis of these five departments' applied curriculum, it summed up their characteristics. At last, the paper draw lessons from the idea and experience of foreign library and information science education, and put forward some improvement measures in China's postgraduate majoring library information science.

    The perception on digital preservation consists of some ideas to basic problems in the field of digital preservation. The perception survey on Earth Observation data preservation includes preservation importance, reasons, usages and threats. Practices on digital preservation are the current resolving methods for the related issues in the field of digital preservation, including preserved data content, metadata standards, data access and its usage. Based on the perception survey, the author proposes an idea on digital preservation economic sustainability and based on the practice survey the author puts forward to study on setting up preservation quality standard and designing quality certification models.

    Libraries, archives and museums as important public cultural infrastructures in the society play a decisive role in the public cultural service system. In recent years, libraries, archives and museums in the world focused on how to converge digital resources and provided users with a deeper level and the integration of information resources service. The emergence of linked data promoted the digital resources convergence process greatly. This paper pointed out the concept of linked data and discussed the application and development of linked data in the digital resources convergence of libraries, archives and museums. And also the paper tried to construct the digital resources convergence model of libraries, archives and museums based on linked data, and put forward issues that needed to pay more attention.

    Beginning with the logical analysis of the development of Cloud Computing and the informatization of its value actualization, this paper points out that the evolution from the construction of "Private Clouds" to "Industry Clouds" and " Mixed Clouds" driven by the government is the basic path of localization of Cloud Computing in China. Through the analysis of the nature of the informatization of Cloud Computing and the meaning of "revolution" and reflection upon the practical prototype of "the Statistical Clouds", the paper elaborates that the innovation and change of information model is the basic logic of entry path for Cloud Computing. And also it points out the key for Cloud Computing entry path is the unification of information management system and the core is coordination between technical property and institutional characteristic but the corresponding standards and construction modes are essence connotation of Cloud Computing.

From the history of paradigms in library and information science which transferring from the systems -centered and user -centered to hermeneutical, we can find intertextuality get more attention. The information systems should be improved through building visual intertextual environment, focusing retrieval context, and encouraging the mutual activities between user and systems.

    This paper reviewed the studies on background and development of Ellis' Model and analyzed how the model developed in details and discussed the problem of its order according to the model adaptability in different disciplines and in new technology environments. Moreover, it is presented some work about how the model applied to new theory and practical operation of system and services design. Through assessment of the results by Evaluated Ellis' model, some suggestions were proposed as solutions for the contradictions founded in current research and advices were given for directions of future study.

    SaaS has become an important service model in supporting information needs of small and medium enterprises and the development of e -commerce. Based on the introduction of business model theories, from the aspects of value creation, value maintenance and value realization this article builds a SaaS business model with the SaaS operator as the core. Furthermore, it demonstrates how to gain competitive advantages for SaaS operator in the aspects of customer value, strategic partnership and profit model, and puts forward three innovative strategies which are providing value -added services, forming a strategic alliance value network and reconstructing income source.

    The development and application of the technology makes library pay more and more attention to use the portal website to carry out more extensive information service. Portal website information's organization and construction level also decides the function and effect of the service. In the analysis of 29 first grade children libraries' portal websites, there are many problems, such as unreasonable design, unclear name, abundant website information, insufficient resource integration, etc. They found that it is an effective way to solve the above problems through analyzing the demands of children readers and the service positioning of website, and the improvement of the website's organization.
  • The Study of Open Access Journals of Practice in Mainland China

    Open access journals have made great achievements in the world. Chinese scholars have introduced the study of open access journals from aboard over 5 years, but the instruction of open access journals are very poor in mainland China. According to international directory of open access journals (DOAJ), there are only 33 journals registered in China mainland up to now. This paper studies the instruction of OAJ, analyzes the problems on the practice of OAJ in mainland China and then puts forward the proposals hopefully to accelerate development of our country's OAJ.

    Open Data is a philosophy and practice, in accordance with user -specific needs and the corresponding Internet protocol, rules, frameworks, development of Web data, processing, storage, organization and other management activities to achieve the local Web space of the data and all open exchange, shared by the government, business and the importance of some industries such as libraries and applications. Britain, the U.S. government practice of open data applications go in the forefront of the world, and its related agreements with the W3C to keep the same data, maintaining data integrity and unity, the establishment of an open portal platform to government information and other practices are worthy of our government and some open industry reference data applications.

    After the reform of Yuanfeng period at Northern Song dynasty, under the leadership of secretariat, the library belongs to the secretariat, which caused the secretariat’s official settings, offical elections and career compiled to change greatly. Therefore, the less to collect books for the royal trend, the more to collect books for the country trend. In contrast, at Northern Song dynasty period, as the core of the national collection system, the library trends to perfect. It mainly reflects in the following five aspects: the further improvement of value shift system in secretariat, the further improvement of book reservation system in secretariat, the institutionalization of offical treatment in secretariat, construction new central authorities, the revival of collecting books for the country again.
