    It is an urgent issue in library field that how to coordinate the contradiction between copyright protection of database and library providing free access to database resources for public.     The paper mainly  analyzes the similarities and differences of copyright protection for commercial database between America and Germany,including the legislation evolution, the characteristics of legal protection and its influence on library. By exploring the history of  database copyright protection in the two countries,we  provide some suggestions for libraries to avoid the copyright risk.

    The authors introduce the concept of Extended Collective  Licenses system (ECL) and compares it with ECL in other four Scandinavian  countries.  The  system  can help understand  the legal basic of the system  through interpreting Norwegian Copyright  Act. In the paper  the best practice  called Project  Bokhylla by the National Library of Norway is presented and the successful experience  and its  value of solving  the copyright  problem concerning the use  of the digital works discussed.

    The paper reviews the concept,  the causes and the history of Copyright Levy System. lt is considered to be necessary although the information technology and the new model called Digital Rights Management System have an impact on the Levy System. Therefore, it is inevitable to make reform under such a circumstance. Three measures are summarized as follows: expanding the scope of collection; adjusting a new scheme of compensation; combining Copyright Levy System with Digital Rights Management System.

    As an important medium of information dissemination, libraries have played a huge role in the guarantee  of information access and knowledge dissemination since they came into  being. However, the libraries on behalf of public welfare are always in conflict with the right holders on behalf of private ownership. Especially, with the advent of the circumstance of Triple Play,libraries are facing many uncertain factors of intellectual property conflicts. The paper discusses the library intellectual property risk causes and coping strategies under the circumstance of Triple Play.

    This study is aiming at identifying and excavating the potential information needs, in order to visualize and manage the information needs effectively. The model is based on user-related historical documents, user logs and other documents. We have used statistical analysis and log analysis techniques to extract users’ information behavior data, to tap users information needs based on computer graphics and image processing technology. We have used of prefuse-flare data visualization technology to create FLASH files, as a result we have obtained the user needs to achieve distribution display, and analyzed the needs and interests of maps showing the evolution of the intelligence system and network resources for multi-dimensional.

    Context preference is the current issue in computer science and social sciences. In this study, we have taken China Southern Power Grid for an example, to analyze the preferences of information need context of the staff, in order to provide a theoretical basis for the development of the enterprise information push system, and recommended that the company should carry out the work of the intelligence services paying attention to the context elements. What’s more, we have advised that large state-owned enterprises should concern more about the factors when obtaining information in order to provide high-quality information services.

    Timeliness is not only the feature of information, but also the important factor effecting on information push in large state-owned enterprises. In this study, we taked users in China Southern Power Grid for an example, to carry on the information accessing needs in large state-owned enterprises. We quantified the survey results, and made a cross-analysis with different types of the staff, such as users’ tasks, work experience, professional qualifications and degree of information dependence. We hope to provide a reference for large state-owned power enterprises when setting frequency of information push.

    According to the study of the information users in China Southern Power Grid as examples, the information adoption methods of users in public enterprises was divided into eight types: browse/download, purchase, reference, citation, collection, forwarding, recommendation and upload. Based on the questionnaires, the four variables, task nature, occupational qualifications, professional qualifications, intelligence dependence were analyzed which impact the information adoption methods. It proposed that in the progress of the intelligence systems designing and services supplying from the public enterprises, the browse and download functions should be ensured for users, intelligence capabilities improved, information literacy cultivated, financial security provided, and the services to different types of users personalized.

    More and more scientists use workflow system to design and operate scientific experiments. Workflow  execution result data set may need to be published with the report or thesis, as the input of other scientific experiments reused. In this case,  the accuracy of the data needs to  be validated,  requiring scientists  released data with its provenance metadata, including the derivate historical, origin and ownership. To help scientists to accomplish this task, we establish a workflow instance, to illustrate how provenance is collected while workflow management  system running, pointing out the shortage of raw provenance information in data publishing tasks, also, we propose a purification provenance methods to obtain suitable and informative provenance to the data publishing task.

    The principles of semantic link construction include link source confirmation,link target evaluation and link attribute selection,while the types of semantic link can be divided into vocabulary link and relational link. Based on this,library is able to use SPARQL requirement to select term variables which Meet the requirement of link construction from target datasets,or construct vocabulary links between heterogeneous concepts by means of similarity calculation based on the term mapping. On the other hand,relational link construction also can use SPARQL requirement to search the entity objects which are similar to collection and judge their semantic relation,or use the string similarity matching to match the text characteristic attributes of linked data resources,thus realize the link construction and resource sharing between library and external linked datasets.

    This paper discusses  at first the reason of taking the typical samples of RAND  Corporation as example. The publication type and the language type of citations are analyzed and then,  the journals, magazines and newspapers from China which are the resources for Rand Corporation are analyzed with quantitative and qualitative method. The author found out that the main channels for the U.S. to obtain military intelligence from China and the features of these channels.  In the end, the author summarized  the weakness in the secrecy work for military affairs and put forward some proposals for secrecy work for military affairs in China.

    Without the affection and guardian from their parents for a longtime, and lack of family education, left-behind children suffer some kind of psychologicalbarriers. Psychological health matters most for those children. Healthypsychology and sound personality are the important foundation for child development;therefore, it is of practical significance to pay attention to thepsychological health of left-behind children and to explore the effective waysto promote their growth mindset. Family reading program, an activity withemotion and knowledge and a bond to maintain family, is of great positivity andimportance to promote the psychological health of left-behind children in ruralareas. This paper gives some suggestions on country library’s service strategyof indigenous family reading program for left-behind children in rural areas.

    Crow dsourcing breaks through the traditional model of organization and production and replaces the incentive mechanism with  the  contract system,  which  makes the  most of  motility  and creativity of  grassroots. Implementing crowdsourcing in the construction of digitized collection of library can break through the organizational boundaries, inspire the enthusiasms of the public, promote the innovation of the business process and reduce the cost. Based on the introduction of the crowdsourcing, the paper discusses the application of crowdsourcing in the construction of digitized collection of library from four aspects: purchasing of digital resource, construction  of digital resource, processing  of digital resource and consultation service of the latter.

    By observing and analyzing the "words" and "deeds" related to books in ancient Chinese  dynasties, some political mentalities can be summarized as: (1) books unification---the cultural expression of political unification; (2) classics as governing assistance ---emphasizing the political function of books; (3) book collection at all costs -political value of classics surpasses everything; (4) developing the book cause --the external expression of strong political power. Such observation and analysis of the book cause of ancient dynasties from a political perspective can help achieve a more profound understanding of the expression of the "cultural -tradition" oriented ancient Chinese politics in the field of book production, collection and spread.
