Abstract

The fourth plenary session of the 20th Central Committee of the Communist Party of China put forward the important task of "promoting coordinated way in spiritual civilization across urban and rural areas," thereby charting the course for fostering civilized rural customs. As a crucial component of rural cultural revitalization, public cultural services share intrinsic connections with the cultivation of civilized rural customs in terms of shared goals, communal spaces, and complementary resources. By empowering the development of civilized rural customs, public culture can systematically address five major structural contradictions prevalent in rural areas: the imbalance between conservatism and innovation in values, the conflict between administrative and localized governance approaches, the disruption versus continuity of cultural heritage, the absence and insufficient activation of villagers as active agents, and the developmental gap in spiritual civilization between urban and rural areas. In response to practical needs, we should anchor spiritual bearings through value-based guidance, improve mechanisms to overcome operational obstacles, activate cultural resources through cultural inheritance, reshape the participation landscape by engaging sujects, broaden communicative reach through technological means, continuously enhance the efficacy of public cultural services, and consolidate the spiritual foundation for the comprehensive revitalization of rural areas.
