Abstract

Supporting and guiding social forces to participate in public library development has become a consensus both within and outside the industry. Although an institutional framework for social participation in public library development has been preliminarily established and has yielded tangible results, obstruction persist in areas such as motivation for participation, effectiveness of engagement, cultivation and development of participants, and risk management of participation. To address this, this paper proposes optimizing mechanisms by: strengthening rights protection and incentive expectations; upholding public welfare principles and professional standards; cultivating qualified entities and professional expertise; and fortifying risk prevention and sustainable safeguards. These measures will ensure stable, standardized, and sustainable participation of social forces, supporting the high-quality development of public libraries.
