Abstract

Public reading places higher demands on library reading services. As providers of these services, librarians need systematic development of their service capabilities. This paper grounded theory was used to analyze 24 national and provincial policies on universal reading issued by central and provincial governments. Requirements for librarian reading services were extracted, and a logical deduction method was employed to construct a librarians’ reading service system. Based on Du Dingyou's theoretical framework of books, people and laws in library science, combined with structural analysis of policy texts, we develop a librarian reading service capability model, which is a trinity of materials, readers, methods. And we further explain the details and the specific implications of the model.
