Sorting out and integrating the textual descriptions and related practices of representative countries，it is found that the construction of data management agency functions presents as establishing data governance functions by promoting data-related activities from aspects such as policy regulations，strategic planning，action guidelines，supervision and guidance. Meanwhile，data management functions are clarified by specifically carrying out activities around the data object itself from aspects such as data quality maintenance，data security assurance，and data value mining. The functions undertaken by agencies in different countries or regions are diverse and vary. From the aspects of function synergy，reference of function focus，and data scope involved in the function，directions for optimizing the construction of data management agency functions are proposed.
