To efficiently connect data resources, smooth the general circulation of data resources, and promote the digital economy, it is necessary to harmonize data circulation and security. Among them, data standardization is the premise of data circulation, data security is the cornerstone of data economy, and security system is the core of data market. Based on the issues of data security in data circulation, we have discussed the relationship between data circulation and data security, and explored the construction of security-based guiding norms for data circulation. Focusing on the construction of data standard system, the unification of metadata standards in data circulation, the soundness of data classification and grading system, the establishment of data circulation and protection standards, and the construction of security standards for circulating data are key issues. From the perspective of data protection system construction, the intelligent upgrading of digital security infrastructure, the strengthening of data element supply quality, and the optimization of data circulation services are the important points.
