The sustainable development of open access movement has promoted the emergence of open science and has been paid attention to by many Governments. The library under the open scientific environment has the basic condition of becoming the pioneer and advocate of open science. The open scientific environment also puts forward new requirements for the construction of the library, such as the scope of the library's resource construction needs to be expanded continuously and the open resources and data resources will become the important resources of the library. Then the service content of the library needs to change, not only to extend the upstream and downstream of the information service, including carrying out the services such as semantics and open education. Finally, open science needs to be embedded throughout the user's data collection, scientific research analysis, publishing, peer review and other scientific research process.
