Major national libraries in the world have accumulated rich experiences in information resources development. This article summarizes the common characteristics and provides references for information resources development of national library in China. The study finds that the major national libraries in the world ensures the right of national libraries to accept publications by legislation; strategies and collection development policies are made out to guide the development of information resources; focus is put on information resources with national and ethnic characteristics; information resources preservation and protection are regarded as having strategic importance; accordingly, wide cooperation and dialogue are conducted on information resources development. Thus it is recommended to enhance deposit legislation to ensure comprehensive collection of publications; to formulate collection development polices to guide the development of information resources; to consolidate and enrich featured literature; to make out and implement information resources preservation policies; to broaden cooperation among cultural heritage institutions and private corporation.
