The scientific evaluation of digital periodicals is one of the research points that the graph and the academic circles pay close attention to. By introducing the evaluation method of open evaluation which is widely used in Internet evaluation, the paper puts forward the feasibility and scientificity of applying it to digital periodicals by setting up and analyzing the index system applied to the evaluation of digital periodicals.Finally, the paper puts forward the library application of open evaluation to realize the procurement strategy of digital periodicals.
