With the arrival of big data and smart city, the digital archives can not meet the higher level of information needs of the public and society, besides the need of informatization. Thus as the significant part of the smart city construction, smart archives become the senior form for archives informatization development after the digital archives exists. This paper introduces the implementation framework of information service for smart archives based on TOGAF to meet the information needs of service, user and society, which is analyzed from the service architecture, application architecture, data architecture and technology architecture. Moreover, the concept of information package in the OAIS function model is applied to sort out the specific processes.
