The relation between scientific research and internal demand of data literacy education is demonstrated from the formation of digital environment of research and the lack of data literacy of researchers. On this basis, the paper analyzes the internal conditions and external environment for library to conduct data literacy education with SWOT analysis method. Strategic plans with SWOT analysis are proposed to promote academic research strategies, to facilitate integrated resources development strategy, to conduct marketing strategy, and to aggregate multiple disciplinary human resources.
