Abstract
The selection criteria for open educational resources(OER) can provide scientific evidence and theoretical guidance for the development of OER in university libraries. This paper collects and integrates domestic and international policies, regulations, academic papers, reports, guidelines and evaluation standards from international organizations, as well as construction practices of OER in the libraries of the top 100 universities in the QS World University Rankings. Based on this comprehensive review, it proposes the composition and basis of OER selection criteria and establishes a selection framework for OER encompassing four dimensions: resource security, pedagogical applicability, content reliability, and technological usability.
