国家发展改革委等五部门联合印发《关于加强数据要素学科专业建设和数字人才队伍建设的意见》,勾勒出我国数字人才培养的蓝图。文章依据《意见》精神,立足于我国数据要素政策、理论与实践,重点论述了数字人才的内涵、特征和类型三个基本问题。首先,在梳理欧盟等的数字人才概念的基础上,提出了我国数字经济时代数据要素语境下对数字人才内涵的界定;其次,在对社会数字化发展不同阶段对人才需求特征分析的基础上,总结了数字经济时代社会对数字人才能力需求的四个特征;最后,提出了数字人才的“四维协同”结构,并对发展数字经济所需的四类数字人才进行了分析。
Five departments including the National Development and Reform Commission jointly issued the Opinions on Strengthening the Construction of Data Factor Disciplines and Majors and the Development of the Digital Talent Team, which outlines the blueprint for the cultivation of digital talents in China. Based on the spirit of the Opinions and grounded in China's policies, theories and practices regarding data factors, this paper focuses on elaborating three fundamental issues: the connotation, characteristics and types of digital talents. First, on the basis of sorting out the concepts of digital talents defined by the European Union and other entities, it proposes a definition of the connotation of digital talents in the context of data factors in the era of China's digital economy. Second, through an analysis of the characteristics of talent demand at different stages of social digital development, it summarizes four core characteristics of the competency requirements for digital talents in the digital economy era. Finally, it puts forward a "four-dimensional synergy" structure of digital talents and conducts an in-depth analysis of the four categories of digital talents required for the development of the digital economy.
