摘要

循证决策对于促进决策科学化、增强政策效用具有重要意义,自提出之后便受到了众多决策者和研究者的认可推崇。智库作为政策共同体之一,是循证理念的重要践行者,也是政府贯彻循证决策的重要助力。文章回顾了政策过程理论和智库循证决策的基本观点,从政策过程视角切入,分析了循证决策中智库作为证据生产者和证据中介的角色功能,以及政策过程中的循证需求和循证过程,在此基础上提出智库的循证流程与逻辑框架,最后从证据收集整合、证据分析利用、证据转化传播、循证素养培训等四个方面分析了智库循证机制。

Abstract

Evidence based decision-making is of great significance in promoting scientific decision-making and enhancing policy effectiveness. Since its inception, it has been recognized and praised by many decision-makers and researchers. As one of the policy communities, think tanks are important practitioners of evidence-based concepts and important assistance for the government to implement evidence-based decision-making. The article reviews the basic viewpoints of policy process theory and evidence-based decision-making of think tanks. Starting from the perspective of policy process, it analyzes the role and function of think tanks as evidence producers and intermediaries in evidence-based decision-making, as well as the evidence-based needs and processes in the policy process. Based on this, it proposes the evidence-based process and logical framework of think tanks. Finally, the article analyzes the evidence-based mechanism of think tanks from four aspects: evidence collection and integration, evidence analysis and utilization, evidence transformation and dissemination, and evidence-based literacy training.
