文章梳理与整合了代表性国家有关职能描述的文本与相关实践，发现数据管理机构职能构建呈现为从政策法规、战略规划、行动指南、监督指导等方面推进数据相关活动来确立数据治理类的职能，而从数字转型、数据全生命周期质量维护、数据安全保障、数据价值挖掘等方面具体围绕数据对象本身开展活动来明晰数据管理类的职能，在不同国家或地区承担各类职能的机构均较为多元且各具差异。基于此，从职能协同、职能重点的参照、职能涉及的数据范畴等方面，提出了数据管理机构职能优化构建的方向。

Sorting out and integrating the textual descriptions and related practices of representative countries，it is found that the construction of data management agency functions presents as establishing data governance functions by promoting data-related activities from aspects such as policy regulations，strategic planning，action guidelines，supervision and guidance. Meanwhile，data management functions are clarified by specifically carrying out activities around the data object itself from aspects such as data quality maintenance，data security assurance，and data value mining. The functions undertaken by agencies in different countries or regions are diverse and vary. From the aspects of function synergy，reference of function focus，and data scope involved in the function，directions for optimizing the construction of data management agency functions are proposed.
