2021年9月,联合国发布的推动多个利益攸关方制定、面向全球征集意见的《全球数字契约》,为构建开放、自由和安全的数字未来制定了一个共同原则。《全球数字契约》主要关注的是确保所有人接入互联网、避免互联网碎片化、保护数据、保护数字人权、制定针对歧视和误导性内容的问责标准、加强人工智能治理和开发数字公共产品等7个重点领域。图书馆在全球数字合作的契机中,可通过弥合数字鸿沟、参与虚假信息治理、开展数字人权保护、坚持负责任的人工智能应用、提供数字公共产品等策略来提升自身作用。
The United Nations launched the Global Digital Compact (GDC) to set out common principles for building an open, free and secure digital future which initiated by muti-stakeholder in September 2021. The Global Digital Compact focuses on seven key areas: ensuring access to the Internet for all, avoiding fragmentation of the Internet, protecting data, protecting digital human rights, developing accountability standards against discriminatory and misleading content, strengthening AI governance, and developing digital public goods. Libraries should enhance their role by bridging the digital divide, engaging in disinformation governance, protecting digital human rights, adhering to responsible AI applications, and providing digital public goods.
