在“百年未有之大变局”和复杂的信息环境形势下，我国的情报工作将面临更高的要求，以新的理念、技术、方法和服务为内核的智慧情报服务成为国家重大战略实施不可或缺的“耳目及尖兵”。从智慧情报和情报智慧服务两个概念入手对智慧情报服务做出深入阐释，辨析概念的边界及演化态势，破除现有概念和研究间的割裂现象，实现数智时代下智慧化情报产品和服务的有机协同与跃升。文章首先对智慧情报与情报智慧服务的概念进行了梳理，并界定了智慧情报服务的内涵；继而对智慧情报服务的演化态势概貌进行了阐释；并提出面向国家重大战略的智慧情报服务赋能机制和数智驱动下的智慧情报服务赋能国家重大战略实施的逻辑进路。从智慧与情报协同共融的角度来提升“情报与服务”在国家重大战略实施中的效能，促进情报及服务由“被动式”和“追赶式”向“主动化”和“智慧化”迈进，为波谲云诡的国际形势下的国家安全、科技竞争、经济发展和产业规划提供“情报智慧”和“智慧化情报服务”。

Under the situation of “great changes not seen in a century” and complex information environment, China's intelligence work will face higher requirements. Smart intelligence services with new concepts, technologies, methods and services as the core will become an indispensable “eye and ear” for the implementation of major national strategies. Starting from the two concepts of wisdom intelligence and intelligence service, this paper makes a deep interpretation of intelligent intelligence service, distinguishes the boundary and evolution trend of concepts, breaks the gap between existing concepts and research, and realizes the organic coordination and leap of intelligent intelligence products and services in the age of digital intelligence. Firstly, this paper combs wisdom intelligence and intelligence service, and defines the connotation of smart intelligence service; Secondly, it explains the general situation of the evolution of smart intelligent services;Then, it puts forward the enabling mechanism of smart intelligence services for national major strategies; Finally, the paper puts forward a logical approach to enable the implementation of national major strategies through smart information services driven by digital intelligence. From the perspective of coordination and integration of intelligence, this paper aims to improve the effectiveness of “intelligence and service” in the implementation of major national strategies, promote intelligence and service from “passive” and “catch-up” to “active" and “intelligent”, and provide “intelligence wisdom” and “smart intelligence service” for national security, scientific and technological competition, economic development and industrial planning under the unpredictable international situation.
