后疫情时代，公共图书馆在做好疫情防控的同时，需要分析外部环境变化，综合使命、理念、需求、资源等各个因素，完善馆藏发展政策，平衡线下服务与线上服务的资源，并收集整理防疫抗疫文献；完善服务政策，注重服务项目设计的公平和效能的提升。通过建立分馆把服务重心移向社区，通过统一管理分馆提供专业化服务，通过专业设计，组织以小型、高频、分散为特点，包括家庭阅读推广、数字阅读扫盲、防控知识文献推荐、防疫知识宣传、社区家政服务供求信息等阅读推广活动，在保障读者公平利用图书馆的权利同时，彰显公共图书馆的价值。
