：贯彻新发展理念、推动高质量发展是下一轮图书馆事业发展的主基调。从量的发展向质的发展跨越，关键在转型，转型是图书馆走向高质量发展的必由之路。文章首先对改革开放四十年我国图书馆事业取得的成就及其在国际同行间的地位变化做一个回顾；其次探讨新发展环境下全球图书馆界正在形成的三个共识即全媒体服务、全素养服务和全周期服务；第三对我国图书馆界存在的技术研发弱、话语权弱以及基础研究弱等问题以及下一步发展提出改进建议。

The main tone of library's next round development is to implement new concept of development and to promote the quality. The key of stepping over from quantity to quality is transformation. The author made a review of the achievement in the past 40 years and the change of position our country's library in international library community, and explored the three global forming consensuses about library's service mode: all media, fully literate, and full cycle. In the end the author put forward some suggestions about the right of speech, technology research and basic research for our libraries's development.
