Think tank is an important part of the scientific and technological strategic decision-making consulting system, through the vast amount of knowledge resources and experience and wisdom to influence the relevant areas of knowledge decision-making. This paper constructs knowledge organization system framework of think tank resources with semantic link, so as to realize the knowledgeable, ordering and linkable of think tank resources, and then realize the use of think tank resources, sharing, dissemination and value-added knowledge services.
