：文章采用文献分析方法，分析了突发公共卫生事件应急信息管理的发展概况，采用政策分析的方法，回顾了我国应急管理和应急信息管理制度建设的历程和取得的成效，通过网络舆情观察，结合新冠肺炎疫情防控中出现的一些信息现象，对新冠肺炎疫情发展四个阶段暴露的信息问题加以概述分析，从应急信息管理制度建设的角度提出了相关对策建议。

This paper uses literature analysis methods, analyzes the status of emergency information management elevelopment for public health emergencies, uses policy analysis methods, reviews the basic course and results achieved of emergency management and emergency information management system construction in China. Based on the observation of public opinion on the Internet, combined with the occurrence process of COVID-19 epidemic and some information phenomena, analyze the information problems exposed in the four stages of the development of the COVID-19 epidemic. And from the perspective of the construction of emergency information management system, the problems are elaborated and analyzed, and suggestions for improvement are put forward.
