：文章基于网络舆情大数据特征，分析了舆情大数据环境下突发事件负面情感引导模式和“时度效”标准，提出“时度效”一体化观点。构建了负面情感引导模型，进行模型分析和数值仿真，并以此为基础，开展“时度效”一体化建模和仿真，针对一般和重特大两种突发事件场景，提出相应的“时度效”策略。

Based on the characteristics of big data of network public opinion,this paper analyzes the modes of emergency negative emotion guidance and "Time-Degree-Effect" standard under the environment of public opinion big data, and proposes the view of"Time-Degree-Effect"integration. Through constructing negative emotion guidance model, model analysis and numerical simulation, this paper carries out integrated modeling and simulation of"Time-Degree-Effect". In view of two scenarios for major emergencies and general emergencies, the corresponding"Time-Degree-Effect"strategies are put forward.
