：公共数字文化资源供给主体类型分为政府供给、市场供给、志愿供给和合作供给。现阶段我国公共数字文化资源供给问题主要体现在：供给主体单一（主体层面）、供给内容不足（客体层面）、供给共享缺失（中介层面）。国家主导逻辑和地方自主逻辑的紧张、官僚政绩至上逻辑与公民需求导向逻辑的紧张是数字资源供给产生问题的根本内因，因此有必要从政府层面（文化治理、多元主体与融合创新）、公众层面（文化多元与参与供给）、机制层面（多元合作、政府购买与文化众筹）这三个层面来探讨公共数字文化资源供给的运行机制。

Along with paradigm shift of the supply mode of public cultural services from government monopoly supply under planned economy system to multi-agent supply under market economic system , the supply of public digital culture resources is also facing new problems and challenges. The main types of public digital culture resources supply are divided into government supply, market supply, volunteer supply and supply of cooperation. At the present stage the problem of public digital culture resources supply in China mainly includes government is the single supplier (subject level); the supply is insufficient (object level), and there is a lack of shared supply (intermediate level). The two logic conflicts are the root internal cause bringing forth the problem of digital resources supply, which are logic conflicts of national dominant logic and local autonomous , bureaucratic achievements supreme logic and the citizen demand oriented. So it is necessary from three aspects to discuss operational mechanism of the public digital culture resources supply:the government level (cultural governance,plural subject and fusion innovation), the public level (cultural diversity and participating provision), the mechanism level (diverse cooperation, the government purchase and cultural crowd funding ).
