：多年来国家不断加大对公共文化的投入，从2000年到2016年，文化事业费投入总量增长了12.2倍，人均文化事业费增长了10.9倍，公共文化服务水平不断提高。但不可否认的是，目前我国公共文化投入仍旧存在许多问题，具体表现为：投入总量不足、投入结构失衡、投入主体单一、投入管理不足、投入评价缺失。针对上述问题，要构建科学合理的公共文化财政投入机制的可行性措施有：完善资金投入保障机制、构建资金投入均衡结构、健全资金多元投入机制、优化资金运行管理制度、规范资金使用评价制度。

Over the years, the government has increased its investment in public culture. From 2000 to 2016, the total amount of cultural undertakings expenses increased by 12.2 times and per capita cultural undertakings expenditure increased by 10.9 times. The level of public cultural services continued to improve. However, it is undeniable that there are still many problems in China's public cultural input at present. The specific problems are: input is still insufficient,  investment structure is unbalanced, investment source is single, investment management is insufficient, and there is no input evaluation. Aiming at these problems, there are some feasible measures to build a scientific and reasonable public cultural fiscal input mechanism which includes perfecting funds safeguard mechanism, building a balanced structure of capital investment, improving the multiple input mechanism of funds, optimizing capital operation management system and standardizing the fund evaluation system.
