：跨部门政府数据共享有助于促进协同办公，提升政府行政效率。文章运用案例研究方法，对我国东部与南部沿海地区一大一小两座代表性城市的政府进行了研究，分析了跨部门政府数据共享存在的九大问题及其五大原因；最后从构建有效的政府数据治理体系、完善跨部门政府数据共享制度保障体系、提升数据共享平台的功能等三个方面提出了政策建议。

Cross-boundary sharing of government data could help to promote coordinative work of different departments and improve administration efficiency. Using case study as research method, the author examined the cross-boundary data sharing of two representative city governments of China. Nine problems were found existing in the cross-boundary sharing of government data and 5 reasons behind them. Then policy suggestions were put forward from 3 aspects, including building effective data governance system, strengthening institutional supports and improving the government data sharing platform.
