：为了揭示政府数据开放风险的复杂性与特殊性，增强政府数据开放风险的识别与应对能力。文章利用文献调研法和比较分析法，从观念认知、利益主体、数据披露内容及数据开放技术和制度体系等角度阐明了政府数据开放风险的内涵，指出数据开放风险会对政府数据开放进程、数据管理秩序、数据生态以及数据管理成本等产生的一系列负面影响。同时，还分析了发达国家在政府数据开放风险识别与应对上的主要做法，梳理了当前政府数据开放风险识别与应对中面临的现实困难，并提出建立政府数据开放风险识别与应对机制的具体对策。

In order to reveal the complexity and uniqueness of open government data risk and enhance the recognition and response ability on it, this paper illustrates, based on the methods of literature study and comparative analysis, the connotation of open government data risk from cognitive belief, stakeholders, disclosure content, technology and regulatory system. It also analyzes a series of negative impacts of open government data risk on data open process, data management order, data ecology and data management cost. Meanwhile, it introduces the practice of developed countries on the risk identification and prevention of open government data, sorting out the current difficulties of it, and then points out concrete countermeasures on how to create a risk identification and prevention mechanism on government data releasing.
