：延伸共享范围、扩大共享规模、拓宽经费来源、构建强有力的协调机构是当前图书馆合作面临的主要挑战。PPP模式通过吸引社会力量的技术资金驱动优势以及政府监督评价管理的约束优势，构建有力的“伙伴合作、利益共享、风险分担”的合作模式，以应对当前的挑战。研究认为，扩展二元主体（图书馆—社会）实践经验的基础上，以PPP思想构建三元主体（政府—图书馆—社会）的新型合作模式，通过社会资金技术的驱动与政府监督管理约束的双重力量来完善合作机制，可更好的实现图书馆合作以及资源共享和服务创新。

Extending the sharing scope, expanding the sharing scale, broadening the sources of funds and building a strong coordination mechanism are the main challenges for the current cooperation and sharing. Through the PPP model, attracting social funds and technology advantages, as well as attracting government supervision, building a strong constraints mechanism deal with sharing challenge. Research shows that extending the two subjects (the Library and Society) to three subjects with PPP (Government, Library and Society) will be able to improve the cooperation mechanism which driven by social factors and government factors, and can better realize resource sharing and service innovation between libraries.
