：共赢思维是图书馆电子书馆藏发展的趋势，但这一观点在国内电子书馆藏政策中未能很好体现。文章旨在将利益相关者理论运用于图书馆电子书馆藏发展政策的构建之中。文章首先在相关研究回顾的基础上，分析了电子书馆藏发展及其政策构建中利益相关者的类型；其次揭示了电子书馆藏发展中的利益生态链及其形成动因，比较了电子书馆藏发展中直接利益相关者利益需求的异同点，分析了利益相关者利益管理与电子书馆藏发展政策的关系；最后从理论应用实践、建立协调机构、关注宏观政策和强化开放创新意识四方面，对基于利益相关者需求的电子书馆藏发展政策的构建提出建议。

Win-win thinking is the trend of the development of e-book collection, but this view is not well reflected in the domestic e-book collection policy. This paper aims to apply the stakeholder theory to the construction of library e-book development policy. Firstly, the paper analyzes stakeholders in the development of e-book collection on the basis of reviewing the current research. Secondly, the author reveals the benefit ecological chain and the forming reasons in the development of e-book collection. Then the author compares the similarities and differences of the interests of the direct stakeholders in the development of e-book collection and analyzes the relationship between interest management of stakeholders and the development policy of e-book collection. Finally, the paper puts forward
suggestions for the construction of the development policy of e-book collection based on stakeholders' demands.
