Public data openness is a social governance movement involving a wide range of public interests, and digital citizenship education for participating subjects can enhance their policy participation and public rationality, thus promoting the release of public data value and the orderly operation of the open ecology. Based on such value logic, the article explores the digital citizenship education model in line with the purpose of public data openness from the perspectives of construction conditions, objectives, contents and characteristics, then combines theories of sociology and political science, and proposes a hybrid digital citizenship education model type that focuses on practical participation education, supplemented by school and social education, from the perspective of subject relations and open reality.
